The area behind the four lots is a wetland and stormwater management area. This <br />area will be not be built on and will be preserved. Staff is comfortable with the request to have <br />these lots be a minimum of 15 feet from the perimeter property line for lots 20 – 23. <br /> <br />Landscaping <br /> <br />Section 90-181 Landscaping of the City Code provides requirements for landscaping in <br />residential developments. The ordinance requires a minimum of 2 deciduous shade trees in the <br />front yard of each home site. The applicant is asking for flexibility from the landscape <br />requirements. The applicant is proposed a mix of deciduous shade trees, coniferous (evergreen) <br />trees, and ornamental trees around the homes site and in the common areas for a total of 133 <br />trees. This totals 3.6 trees per home site, exceeding the number of trees required. It is in staff’s <br />opinion that this is a good alternative to the City Code requirements and believes the intent of the <br />City is meet. <br /> <br />There are 97 existing trees along the west and south property lines that where installed by the <br />previous developer and will remain. This was part of the overall Waters Edge PUD landscape <br />plan. Staff did not use these existing trees in the count for proposed landscape flexibility. <br /> <br />Staff recommends that the plan be revised to remove trees that may interfere with utilities or <br />drainage. This is listed as a condition in the resolution. The plan shall be reviewed and approved <br />by staff prior to final plat approval. <br /> <br />Lighting <br /> <br />Street lighting has already been installed along the private streets. <br /> <br />Streets/Access <br /> <br />The private streets have already been installed for the development. No street construction is <br />proposed except minor curb work. Cross access and maintenance agreements for the streets shall <br />be recorded with the final plat. <br /> <br /> <br />
