<br />Page 5 <br /> <br />Sidewalks and Trails <br /> <br />Sidewalks have already been installed along the south side of Education Drive (private street). <br />There are no additional sidewalks proposed for the development. <br /> <br />The developer has proposed to dedicate a 12 foot trail easement starting from the north side of lot <br />20 and along the west property line to connect to Elmcrest Avenue. The trail is not proposed to <br />be built with the project. At this time there is not a trail along Elmcrest Avenue. It is in staff’s <br />opinion that the trail easement is in a good location and at the time the properties to the south <br />develop, it would provide good connections to parks in the area and the Oneka Elementary <br />School. It will also provide access to the commercial services along County Road 8. <br /> <br />Grading/Drainage/Wetlands <br /> <br />There is some grading that is proposed for the development. The building pads were graded <br />assuming the three-story townhomes would be built. There will be dirt removed from the <br />building pads and grading will occur for the proposed single family villa style homes (patio <br />homes). <br /> <br />Stormwater management facilities have already been installed to accommodate the development <br />with previous phases. An analysis has been performed to ensure the stormwater management <br />facilities have been designed and built to serve the proposed development. The overall <br />impervious surface coverage is less that what was previously approved. The City Engineer has <br />determined that the stormwater facilities are appropriately sized to serve the proposed <br />development. <br /> <br />There are several retaining walls proposed with the development. The retaining shall be <br />maintained by the HOA. Any retaining was over 48 inches will be required to have a fence along <br />the top. Staff recommends a decorative style fence. Staff has added as a condition of approval <br />that the fence design be decorative and approved by staff prior to installation. <br /> <br />No wetland impacts are proposed with the development. <br /> <br />Utilities <br /> <br />Sanitary sewer, storm sewer and watermain has already been installed for the development. <br />However, in order to serve the proposed single family villa style homes (patio homes) private <br />sanitary sewer, storm sewer and watermain. The previous utilities that were installed were <br />constructed to have one main connection to each 6 and 8 unit townhome building. Each proposed <br />unit will need individual connections requiring the change for private utilities. The HOA will be <br />responsible for the private utilities. <br /> <br /> <br /> <br />
