PUD flexibility was previously granted to eliminate the front yard setback <br />requirement. <br /> <br />The submitted site plan meets all setback requirements. <br /> <br />Parking <br /> <br />The City Code states that banks require one parking space per each 250 square feet of gross floor <br />area. Per City Code, 10 parking spaces are required for the submitted site plan. <br /> <br />In 2007, PUD flexibility was granted to allow shared parking between the grocery/retail building, <br />th <br />the bank, and the restaurant within the Victor Gardens North Village 4 <br /> Addition. Currently, there <br />are 20 parking spotson the property that are being shared with the Blue Heron Grill and the <br />applicant will be required to enter in an existing cross access and parking agreement with them. <br />The plans show nine new parking spaces in addition to the existing 20 on site, for a total of 29 <br />parking spaces. The plan meets the code requirement for the amount of parking. It is in staff’s <br />opinion that the uses are compatible for shared parking. <br />Building Height <br />The zoning ordinance limits building height to 35 feet. The applicant is proposing the building at <br />its highest point to be approximately 26 feet. The applicant meets the building height requirements. <br />Building Coverage and Lot Coverage <br /> <br />The ordinance limits lot area to be covered by a building up to 35% and lot area to be covered by <br />impervious surface up to 80%. The building will cover 6% of the lot and impervious surface will <br />be 58.97%. The proposed site plan complies with the coverage requirements. <br /> <br />Lighting <br /> <br />The applicant is proposing 18 foot pole mounted, cutoff fixtures along the drive-through aisle and <br />two exterior up/down, decorative fixtures on the entrance of the building. The proposed plans also <br />show bollard lighting along the front walkway. Attached to the report are the pole and wall lights <br />that have been proposed for the building. The ordinance requires that the light cast on adjacent <br />property and roads does not exceed a half foot candle measured at the property line or one foot <br />candle measured at the street’s centerline. The ordinance states that exterior lighting shall be <br />directed down and shielded from adjacent properties and roadways. Although the proposed plan <br />meets the requirements, staff will continue to work with the applicant on the number of pole <br />mounted fixtures proposed as staff has noted existing lighting near the site. <br />Landscaping <br /> <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments. <br />The site plan includes tree and shrub locations and species The ordinance provides two ways of <br />calculating the required amount of trees and shrubs.
