Heartland Credit Union Site Plan and PUD Amendment <br />Page 4 <br />landscape requirements, 8 deciduous trees, 4 coniferous trees, 4 ornamental trees, and 26 shrubs <br />are required to be installed. The applicant is proposing 10 deciduous trees, 4 coniferous trees, 4 <br />ornamental trees, and 42 shrubs to be installed on site. The applicant’s landscape plan meets all of <br />the City’s landscape requirements for commercial development. The landscaping surrounds the <br />building on all sides and also provides additional landscaping within the existing parking lot <br />islands. <br />The entrance area and foundation is landscaped with shrubs and perennials that exceeds the City’s <br />landscape requirements. The site plan also shows a flag pole near the entrance of the building. The <br />applicant also states that the existing landscape bed near the entrance of the site and around the <br />existing monument sign is to remain and be protected during the course of construction. <br />The applicant still needs to submit a coverage plan for the underground irrigation system and has <br />listed that as a condition of approval. Staff will review and evaluate the plan upon submission. <br />Fencing and Screening <br /> <br />The applicant is not proposing any fencing for this development. <br />The applicant is proposing to have the trash enclosure on the north portion of the building. The <br />trash enclosure will be required to be constructed with materials used on the principal building, <br />which is listed as a condition of approval. <br />Architecture and Building Materials <br />The building material consists of a buff colored, manufactured stone along the base of the building <br />on all sides. The stone is proposed to be Boulder Creek Ohio Rubble Stone in the Prairie Mountain <br />color. The top portion of the walls is proposed to be EIFS in an off-white color. EIFS accents along <br />the walls and window sills are proposed in an olive color. The concrete brick veneer on the bump <br />out architectural elements on the south and north faces is the same material proposed for the <br />support beams in the drive-through. The proposed color is Coffee Blend. The applicant has <br />provided a material sample board for review and approval by staff. <br />The main entrance of the building is clearly defined and provides a focal point that will be highly <br />visible to the public. There are several widows on the building and cornice detail along most of <br />the roof lines. The applicant is proposing a mansard style roof line with steep gable elements. The <br />applicant is also proposing roof top mechanical equipment, which must be screened from view of <br />adjacent properties and is listed as a condition of approval. <br />The Victor Gardens PUD general plan requires all building materials to be of high quality and <br />constructed of durable materials. The PUD general plan also require cohesive, French architecture <br />to be incorporated throughout the development. The applicant has pulled elements of Provincial <br />Architecture, a style found in rural France, into the building design along with like materials and <br />colors from surrounding buildings. Such architectural elements include the mansard style roof line, <br />steep gables, and tall windows to incorporate height. <br /> <br />
