and efficient manner. Staff will present information on the proposed 2020-2025 Capital
Improvement Plan. Improvements identified to be completed in 2020 include the reclamation of
Goodview Avenue. Staff recommends Council approve the resolutions approving the proposed
solution requesting Council to consider
authorizing the preparation of a Feasibility Report for the 2020 Street Improvement Project.
J.2 Approve Advertisement for Quotes for JD 2 Minor Maintenance Project
City of Hugo has an agreement with the Rice Creek Watershed District (RCWD) pertaining to
the maintenance of Judicial Ditch 2. Every year the District dedicates $40,000 to Hugo for
maintaining the ditch. This is important work to keep the ditch free of obstructions and operating
as originally intended. Hugo has periodically performed maintenance, but no significant projects
have been completed recently so the city has approximately $150,000 of funds available to
perform maintenance. If a project proceeds into 2020, an additional $40,000 would be available,
and RCWD has indicated it might have some annual maintenance funds available as well. Plans
and specifications have been completed for Judicial Ditch 2 Maintenance Project from 3/4 mile
th
east of Harrow Avenue to TH 61 then southeast to 165 Street, the entire section of ditch Hugo
has yet to maintain. The project specifications are set up to limit the contractor to available
funds, yet maximize how much we can complete with this contract. Staff recommends Council
approve the resolution receiving the plans and specifications and authorizing the request for
quotes.
L.1 Yellow Ribbon Network Update
Council Member Chuck Haas and Council Member Phil Klein will report to Council on the
Yellow Ribbon Network activities held recently.
M.1 Schedule Workshop to Discuss Possible Public Works Facility Expansion
als and authorized by the Council, staff has been working with
Oertel Architects, Ltd. to perform a space needs study for the Public Works Department. Staff
would like to schedule a City Council workshop to discuss the results of the study and discuss
options for a possible building expansion. At this workshop, Jeff Oertel, Architect, will report
the findings of the space need study and present options for an expansion of the current
building. Jeff has suggested holding the workshop on Tuesday, November 12 or Wednesday,
November 20, beginning sometime between 5 or 6 p.m. Staff recommends Council schedule a
workshop at the Rice Lake Centre to discuss the space need study for the Public Works
Department.
N.
