Hugo City Council Meeting Minutes for June 15, 2020 <br />Page 2 of 5 <br /> <br />members be in a public place or a place the public has access to. Bear stated that the Council <br />could have in-person meetings but rules would apply. Some of the public may not want to attend <br />in person, but some would, which could cause overcapacity of social distancing. Next meeting <br />Council meeting was scheduled for July 6, and Council needed to decide if it would be held in <br />person or remote. Bear also asked Council to provide guidance on the use of community rooms. <br /> <br />Council discussed the requirements staff had proposed for the use of the community rooms. <br />There was concern by the Council regarding the safety of staff with people using the facilities <br />during work hours. Bear reminded them that staff had the option to work from home and could <br />make a choice on what they were comfortable with. Council agreed the rooms belonged to the <br />public and should be made available. <br /> <br />Council next discussed whether to continue meeting remotely or hold meetings in the Council <br />Chambers. Bear explained that remote meetings were dependent on whether there was an active <br />state of emergency. As soon as that was lifted it, it would problematic because the public had the <br />right to witness anyone’s participation, and the public would need to be allowed into all places a <br />council member was attending from. Council generally agreed to continue meeting remotely <br />until the state of emergency was lifted and revisit the issue at the next meeting on July 6, 2020. <br /> <br />Approval of the City of Hugo COVID-19 Preparedness Plan <br /> <br />Under the last Executive Order released by Governor Walz, critical sector businesses, which <br />includes cities, were required to adopt COVID-19 Preparedness Plan by June 29. Additional <br />guidance for critical businesses would be provided on or before June 15. Staff had drafted a plan <br />in preparation for the June 29 deadline knowing it may need to be changed. Included in the plan <br />was a stipulation for the City Administrator to approve amendments to the plan. <br /> <br />Weidt made motion, Haas seconded, to approve the City of Hugo COVID-19 Preparedness Plan. <br /> <br />Roll call vote – all ayes. Motion carried. <br /> <br />Consent Agenda <br /> <br />Klein made motion, Miron seconded, to approve the following consent agenda: <br /> <br />1. Approve Claims Roster <br />2. Approve Pay Voucher No. 10 for Water Tower No. 4 Project <br />3. Approve Resolution Approving Variance for Rear Yard Setback at 12160 Falcon Avenue <br />4. Approve Reduction in Letter of Credit for Oneka Place 3rd Addition <br />5. Approve Reduction in Letter of Credit for Adelaide Landing 3rd and 4th Addition <br />6. Approve Access License Agreement with Rice Creek Watershed District <br />7. Approve Scheduling of Public Hearing on Bond Issuance for Monday, July 6, 2020 <br /> <br />Roll call vote – all ayes. Motion carried. <br /> <br />Approve Claims Roster <br /> <br />Adoption of the Consent Agenda approved the Claims Roster as presented.
