G.5 Approve Resolution Terminating TIF District No. 1-2 and Directing County to <br />Decertify <br /> <br />The City’s downtown tax increment district was certified by the county in 2010. Through 2019 <br />this district has not generated any tax increment and there is no outstanding debt or contractual <br />obligations. Minnesota statutes require that this district be decertified. Staff recommends <br />Council adopt a Resolution Terminating TIF District No. 1-2 and directing the County Auditor to <br />Decertify the District Effective December 31, 2020. <br /> <br />G.6 Approve Reduction in Letter of Credit for Adelaide Landing 5th Addition <br /> <br />Adelaide Landing 5th Addition has had significant work completed to date and The Excelsior <br />Group is requesting a reduction in the letter of credit. The current letter of credit for the 5th <br />Addition is in the amount of $3,032,318. Staff has inspected the work completed to date and <br />recommends Council approve the reduction in the letter of credit to $2,192,740 based on the <br />value of work remaining to be completed. <br /> <br />G.7 Approve Board of Trustees Request for Increase in Lump-Sum Pension <br /> <br />The Board of Trustees for the Hugo Firefighter’s Relief Association has formally requested City <br />Council ratification of an increase of $100 per year of service in their lump-sum pension <br />benefit. The Finance Department has reviewed this request and finds it to be financially feasible <br />and consistent with the Pension Fiscal Policy adopted in April, 2012. Staff recommends Council <br />ratify the Board of Trustees’ request for a $100 increase in their lump-sum pension benefit and <br />corresponding change to their by-laws. <br /> <br />G.8 Adopt Feasibility Study for Lions Park Improvement Project <br /> <br />At the City Council meeting of April 20, 2020, a feasibility study of Lions Park was <br />authorized. A master plan for Lions Park was approved on March 2, 2015. The feasibility study <br />revised the master plan for consistency with anticipated residential development and road <br />projects adjacent to the park. A joint Parks Commission and City Council workshop was held on <br />June 29, 2020 to review the updated master plan options and cost estimates. At their July 15, <br />2020 meeting, the Parks Commission recommended approval of the final master plan and <br />feasibility study for Lions Park. <br /> <br />K.1 Resolutions Approving Hugo Gardens Preliminary Plat and PUD Amendment <br /> <br />Hugo Garden Apartments, LLC is requesting approval for a PUD amendment and preliminary <br />plat for “Hugo Garden Apartments,” to allow construction of 84 apartment units in seven <br />buildings. The property is part of LaValle Fields PUD and Outlot B will be platted as a single lot <br />to accommodate the new apartments. Staff recommended approval of the applications, subject to <br />the findings and conditions listed in the resolutions. At its May 14, 2020 meeting, the Planning <br />Commission discussed the applications and held a public hearing. During the public hearing, a <br />resident came forward and shared concerns with the apartments being within close proximity to <br />the road. The Commissioners generally liked the proposal and agreed the products will be a nice <br />addition to the community. The Planning Commission recommended approval of the resolutions <br />approving the PUD Amendment and Preliminary Plat for “Hugo Garden Apartments.” <br />
