Request for a PUD Amendment and <br />Preliminary Plat for “Hugo Garden Apartments” (PID 20-031-21-23-0058) <br />(City File No. 20-009 and 20-010) <br /> <br />DATE: July 15, 2020 for the City Council Meeting of July 20, 2020 <br /> <br />REVIEW DEADLINE: August 19, 2020 <br /> <br /> <br />1. DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting approval of a PUD amendment and Preliminary Plat to allow <br />construction of 84 apartment units in seven buildings. Outlot B will be platted as a single <br />lot to accommodate the new apartments. <br /> <br />2. PLANNING COMMISSION REVIEW: <br /> <br />The Planning Commission held a public hearing at their May 14, 2020 meeting. Other <br />than the applicant, there was no one present to speak on this item. There was one email <br />submitted with concerns about traffic and the impact on the existing neighborhood. <br /> <br />The Planning Commission voted 6-0 to recommend approval of the request. <br /> <br />3. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The property is part of the LaValle Fields PUD. <br /> <br />The property to the south is guided Medium Density Residential (MD), zoned PUD and <br />developed as Keystone Place at LaValle Fields senior housing. The property to the east <br />is guided MD and Mixed Use (MX), zoned Central Residential (CR-3) and developed <br />with single family homes and Lions Park. The property to the north, across 147th Street, <br />is guided MD, zoned CR-3 and developed with St. John’s Cemetery and vacant City- <br />owned land. The property to the west is guided MD, zoned CR-3 and platted as Outlot <br />C, LaValle Fields First Addition.
