Hugo Gardens <br />Page 8 <br /> <br />Utilities <br /> <br />The site is served by municipal sanitary sewer and water. Sanitary sewer is available at <br />the intersection of Finale Avenue and 146th Street and will be extended along the <br />proposed Finale Avenue alignment to serve the site. Water is currently located on the <br />southern portion of Finale Avenue and will be extended north along the proposed Finale <br />Avenue and connect to the existing watermain near the well house. <br /> <br />Access <br /> <br />The applicant is showing a 28-foot wide private drive serving the site (with 24-foot wide <br />driveways to access the units). There are three curb cuts on to Finale Avenue and staff <br />is generally supportive of the locations. However, the main access at Upper 146th <br />should be redesigned to flatten the street alignment at this entrance to better align with <br />the existing street. <br /> <br />No parking is allowed on private drives. The drives must comply with the City’s private <br />drive standards, which may include signage to distinguish the private drive from the <br />public streets. <br /> <br />The plans must comply with fire department access and turn around requirements. A fire <br />turning radius was provided but must be updated to show compliance in the southeast <br />portion of the site. <br /> <br />The Multi-Family Development Design Guidelines notes that streets should provide for <br />continuous circulation routes and dead end drives are discouraged. However, the odd <br />shape of this site makes it difficult to comply and staff is generally supportive of the <br />layout. <br /> <br />The applicant is proposing an emergency vehicle access on the south to the senior <br />housing driveway. This would address the emergency vehicle access but it remains <br />unclear how a garbage truck would access the southeast buildings or the far west <br />buildings as there are no turnarounds provided. <br /> <br />The applicant must provide proof of the senior housing property owner’s willingness to <br />provide the easement for emergency vehicle access and a formal easement agreement <br />would be required with the final plat application. <br /> <br />Street Improvements <br /> <br />As part of the LaValle Fields First Addition plat, the approval conditions required public <br />street improvements to be completed in two phases. <br /> <br />This is Phase II and with this phase, the PUD required: <br /> <br />a. entire length of 147' Street to Oneka Parkway shall be constructed with the first <br />layer of bituminous prior to issuance of a Certificate of Occupancy for the 1st <br />building. The developer shall be responsible for 65% of the total project costs, <br />subject to City Council review and approval at the time of site plan approval. <br />
