The entire length of the Finale Avenue realignment through the project shall be <br />constructed with the first layer of bituminous prior to the issuance of a Certificate <br />of Occupancy for the 1st building. <br /> <br />The plans do show construction of Finale Avenue as part of the developer’s plan set, but <br />do not show construction of 147th Street. The plans must be revised to show Finale <br />Avenue as a 32-foot wide street, which will accommodate parking on the east side of the <br />street.. This parking would serve Lion’s Park and could provide additional guest parking <br />for the apartments on the northeast part of the site where no conveniently located guest <br />parking is currently shown. The timing and responsibility for construction must be <br />determined prior to submittal of the final plat application. <br /> <br />The plans should also be revised to show the 8-foot wide trail planned for the east side <br />of Finale. The trail may be located wholly or partially outside of the right-of-way on the <br />park property but details must be finalized between the City and the developer. <br /> <br />Staff notes that the developer appears to be dropping the grade for the north end of <br />Finale approximately 3-4 feet below the existing park grade. The transition between the <br />apartments, street and park will need to be reviewed in more detail and finalized prior to <br />final plat. <br /> <br />The developer is responsible for improvements to Finale Avenue North from 146th Street <br />North to the north end of the right-of-way dedicated for Finale Avenue on the plat. The <br />entire length of the Finale Avenue North realignment through the project shall be <br />constructed with the first layer of bituminous prior to the issuance of a Certificate of <br />Occupancy for the first building. Staff is continuing to work with the developer to finalize <br />the plans and this has been included in the approving resolution. <br /> <br />Sidewalks/Trails <br /> <br />The developer has provided good sidewalk connections throughout the site and out to <br />Finale Avenue. They will also connect to the existing trail in the senior project and bring <br />it through the site and out to Finale Avenue near Lion’s Park. <br /> <br />There is an existing trail easement on the senior housing site that leads to this site, <br />however, the design of the apartment site does not allow the trail to continue to the site <br />within the easement as planned. The plans currently show the trail straddling the <br />property line adjacent to the existing pond. The applicant will need to obtain an <br />easement for the trail from the senior housing property or redesign the trail to follow the <br />existing easement to the site. <br /> <br />The plans show a 10-foot wide bituminous trail. The detail sheet shows an 8-foot wide <br />trail but the trail shall be 9 -foot 4-inches wide in a 10-foot wide easement to match the <br />existing trail. <br /> <br />Park Dedication and Open Space <br /> <br />Park Dedication for LaValle Fields First Addition assigned park dedication to be split <br />between the two phases. The bulk of the park dedication was paid with Phase I and the <br />remaining 23% to satisfy park dedication requirements is required with this phase.
