Staff also recommends that development sign criteria <br />will established for the overall PUD. <br />Ponding and Stormwater Management <br />The applicant is proposing a combination of pervious pavement and infiltration basins to meet <br />the stormwater management requirements. The stormwater management plan for the site is <br />generally constant with the City / Rice Creek Watershed District rules. Staff has been working <br />directly with the applicant's engineer to revise the documentation related to the infiltration and <br />stormwater pond for the site. Staff expects that the required changes can be made with minimal <br />changes to the site plan. <br />Stormwater reuse is not proposed to be incorporated into this project. Stormwater management <br />features proposed can't support the water demand to irrigate the site. The applicant has been <br />evaluating whether they can use Egg Lake for stormwater reuse. The applicant stated this <br />continues to be evaluated. If it is feasible, it shall be constructed. <br />Utilities <br />An existing 15" sanitary sewer main extends through the property and will serve the proposed <br />development. <br />An existing 8" watermain along TH 61 and an 8" watermain within Fondant Avenue North will <br />provide the site with water service. Staff has recommended looping the watermain from the <br />dead-end water main on Fondant Avenue North to the watermain along TH 61. This looping <br />will improve water quality and system reliability. Staff is working with the adjacent landowner <br />to acquire an easement to accommodate this connection. The property owner has indicated they <br />are willing to provide this easement. <br />B. Preliminary Plat <br />The preliminary plat includes one lot and one outlot. The lot is for the restaurant site plan. The <br />applicant will be required to apply for a final plat to create the lot for the restaurant. Park <br />dedication is not required for commercial developments. <br />6. CONCLUSION/STAFF RECOMMENDATION: <br />It's in staffs opinion that the redevelopment project for Cattle House Restaurant is consistent <br />with the downtown plan and design guidelines. The requests meet the criteria for approval and <br />are also consistent with the downtown plan and design guidelines. Staff recommended the <br />Planning Commission approve the PUD, preliminary plat, and site plan applications, subject to <br />the conditions listed in the resolutions. <br />10 <br />
