wsb <br />April 1, 2020 <br />Ms. Rachel Juba <br />Community Development Director <br />City of Hugo <br />14669 Fitzgerald Avenue North <br />Hugo, MN 55038 <br />Re: Site Plan — Preliminary Plat Review <br />Cattle House Restaurant & Event Center <br />WSB Project No. 015525-000 <br />Dear Ms. Juba: <br />We have reviewed the preliminary plat and site plan submittal for the above -referenced project. <br />In particular, we have reviewed the following plans related to this particular request: <br />• Cattle House Restaurant & Event Center PUD, Preliminary Plat, Site Plan Review <br />combined plan set dated 3/2/2020 prepared by Architectural Consortium, LLC. and Elan <br />Design Lab, Inc. <br />• Preliminary Report- Stormwater Management System dated 3/2/2020 prepared by Elan <br />Design Lab, Inc. <br />• Geotechnical Exploration and Engineering Review prepared by NTI, dated January 16, <br />2020. <br />• Preliminary Plat dated 01/16/2020 prepared by Cornerstone Land Surveying, Inc. <br />Based on the review of the site plan documents, we offer the following comments related to this <br />application: <br />Site Plan/Utilitites <br />1. The applicant will need to apply for an MPCA NPDES permit due to the size of the area <br />disturbed. The City will need to receive a copy of this permit in advance of any work taking <br />place. <br />2. Minor flood plain impacts are proposed as part of the proposed plan. The applicant will be <br />providing compensatory storage to ensure there are not any flood plain impacts. <br />3. An existing 15" sanitary sewer main extends through the property and will serve the <br />proposed development. <br />4. An existing 8" watermain along TH 61 and an 8" watermain within Fondant Avenue North will <br />provide the site with water service. Staff has recommended looping the watermain from the <br />dead-end water main on Fondant Avenue North to the watermain along TH 61. This looping <br />will improve water quality and system reliability. Staff is working with the adjacent <br />landowner to acquire an easement to accommodate this connection. The property owner <br />has indicated they are willing to provide this easement. <br />5. A Miscellaneous Work Permit for MNDOT for the water connection within the right-of-way of <br />TH 61 will be required. <br />
