r <br />D E S I G N <br />901 N 3rd St, Suite 120 <br />Minneapolis, MN 55401 <br />tel 612.260.7980 <br />fax 612.260.7990 <br />www.elaniab.com <br />April 10, 2020 <br />Rachel Juba <br />Community Development Director <br />City of Hugo <br />14669 Fitzgerald Ave N <br />Hugo, MN 55038 <br />Cattle House Restaurant <br />RE: PUD Attributes <br />Dear Rachel: <br />At your request we have reviewed Section 90-141 of the City's Zoning and Land Use regulations and <br />offer the following justification for the use of Planned Unit Development (PUD) zoning for the <br />proposed Cattle House Restaurant. <br />Criteria (1) The establishment of PUD zoning districts in appropriate settings and situations, to <br />create or maintain a development pattern that complies with the city's comprehensive plan. <br />Response: The proposed redevelopment of the site is in keeping with the comprehensive plan <br />and the goals of the City's Economic Development Authority (EDA) which has compiled the site <br />over time for the purpose of redevelopment. <br />Criteria (2) The mixing of land uses within a development when such mixing of land uses could not <br />otherwise be accomplished under this chapter. <br />Response: The proposed development provides a blend of uses (restaurant, event center, retail, <br />and public) that rely on shared outdoor spaces and parking. Development under Central Business <br />District (C-1) would require minimum lot dimensions, setbacks and use restrictions that would <br />alter the character of the development. Strict conformance with the Shoreland Overlay District <br />requirements would severely limit development of the property. <br />Criteria (3) Variations to the strict application of the land use regulations in this chapter in order to <br />improve site design and operation, while at the same time incorporating design elements (e.g., <br />construction materials, landscaping, lighting, open space, etc.) that exceed the city's standards to <br />offset the effect of any variations. <br />Response: The proposed development integrates walkways, plazas, boardwalks and lake access <br />that affords the public access to Egg Lake that would not otherwise be availed in traditional <br />development. The building architecture will have an industrial barn like feel that draws upon a <br />historical small town palate. A downtown streetscape is created with a combination of minimal <br />setbacks, extensive landscaping and decorative lighting. <br />Site Analysis & Planning I Civil Engineering I Landscape Architecture I Construction Services <br />
