Hugo Gardens
Page 9
parking is currently shown. The timing and responsibility for construction must be
determined prior to submittal of the final plat application.
The plans should also be revised to show the 8-foot wide trail planned for the east side
of Finale. The trail may be located wholly or partially outside of the right-of-way on the
park property but details must be finalized between the City and the developer.
Staff notes that the developer appears to be dropping the grade for the north end of
Finale approximately 3-4 feet below the existing park grade. The transition between the
apartments, street and park will need to be reviewed in more detail and finalized prior to
final plat.
Sidewalks/Trails
The developer has provided good sidewalk connections throughout the site and out to
Finale Avenue. They will also connect to the existing trail in the senior project and bring
it through the site and out to Finale Avenue near Lion's Park.
There is an existing trail easement on the senior housing site that leads to this site,
however, the design of the apartment site does not allow the trail to continue to the site
within the easement as planned. The plans currently show the trail straddling the
property line adjacent to the existing pond. The applicant will need to obtain an
easement for the trail from the senior housing property or redesign the trail to follow the
existing easement to the site.
The plans show a 10-foot wide bituminous trail. The detail sheet shows an 8-foot wide
trail but the trail shall be 9 -foot 4-inches wide in a 10-foot wide easement to match the
existing trail.
Park Dedication and Open Space
Park Dedication for LaValle Fields First Addition assigned park dedication to be split
between the two phases. The bulk of the park dedication was paid with Phase I and the
remaining 23% to satisfy park dedication requirements is required with this phase.
be paid. The Parks Planner stated that $87,414.72 in park dedication fees will be due
with this final plat.
The developer has provided some green space on the site, but has not provided any
private amenity space within the apartment complex. It has been become commonplace
for new apartments to provide community rooms, exercise rooms, dog washing rooms or
similar amenities. However, the developer has stated that Lions Park with service the
recreation needs of the residents and does not believe the market will demand additional
amenities on this site.
Preliminary Plat
The applicant has submitted a preliminary plat to replat Outlot B as Lot 1, Block 1, Hugo
Gardens. The preliminary plat complies with ordinance requirements.
