Hugo Gardens
Page 8
is generally supportive of the locations. However, the main access at Upper 1461n
should be redesigned to flatten the street alignment at this entrance to better align with
the existing street.
No parking is allowed on private drives. The drives must comply with the City's private
drive standards, which may include signage to distinguish the private drive from the
public streets.
The plans must comply with fire department access and turn around requirements. A fire
turning radius was provided but must be updated to show compliance in the southeast
portion of the site.
The Multi -Family Development Design Guidelines notes that streets should provide for
continuous circulation routes and dead end drives are discouraged. However, the odd
shape of this site makes it difficult to comply and staff is generally supportive of the
layout.
The applicant is proposing an emergency vehicle access on the south to the senior
housing driveway. This would address the emergency vehicle access but it remains
unclear how a garbage truck would access the southeast buildings or the far west
buildings as there are no turnarounds provided.
The applicant must provide proof of the senior housing property owner's willingness to
provide the easement for emergency vehicle access and a formal easement agreement
would be required with the final plat application.
Street Improvements
As part of the LaValle Fields First Addition plat, the approval conditions required public
street improvements to be completed in two phases.
This is Phase II and with this phase, the PUD required
a. entire length of 147' Street to Oneka Parkway shall be constructed with the first
layer of bituminous prior to issuance of a Certificate of Occupancy for the 1st
building. The entire length of the Finale Avenue realignment through the project shall be
constructed with the first layer of bituminous prior to the issuance of a Certificate
of Occupancy for the I" building.
The developer has been working with staff to prepare a proposal for how the
construction would occur but final details have yet to be determined. We hope to have
the details finalized before the City Council reviews this application.
The plans do show construction of Finale Avenue as part of the developer's plan set, but
do not show construction of 1471" Street. The plans must be revised to show Finale
Avenue as a 32-foot wide street, which will accommodate parking on the east side of the
street.. This parking would serve Lion's Park and could provide additional guest parking
for the apartments on the northeast part of the site where no conveniently located guest
