RESOLUTION 2020 - <br />APPROVING PLANNED UNIT DEVELOPMENT (PUD) AMENDMENT FOR "HUGO GARDEN <br />APARTMENTS" (PID 20-031-21-23-0058 AND19-031-21-11-0087 ) <br />WHEREAS, Hugo Gardens Apartments, LLC has requested approval of a PUD amendment to <br />allow construction of 84 apartment units in seven buildings and construction of a stormwater <br />management pond on a separate outlot: <br />Outlot B and Outlot D, LaValle Fields First Addition <br />WHEREAS, the Planning Commission has reviewed said PUD amendment at a duly called Public <br />Hearing on May 14, 2020 and recommends approval subject to the conditions listed; <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />HUGO, MINNESOTA, that it should and hereby does approve the request by Hugo Gardens <br />Apartments, LLC for the PUD amendment, subject to the following conditions: <br />1. A PUD amendment is approved to allow the construction of 84 apartment units in seven <br />buildings on one lot, in accordance with the application and plans received on February <br />21, 2020 and revisions received on April 17, 2020 except as amended by this resolution. <br />2. The developer must comply with Resolution 2020-_ for the Hugo Gardens preliminary <br />plat. <br />3. The plans must comply with LaValle Fields PUD approvals in Resolution 2014-03, except <br />as amended by this resolution. <br />4. The plans must be revised to comply with the City Engineer's memo dated May 7, 2020. <br />5. The developer is responsible for improvements to Finale Avenue and 147t" Street as <br />required by Resolution 2014-05 approving the PUD for LaValle Fields, except as otherwise <br />modified in the development agreement for Hugo Gardens. <br />a. The Finale Avenue street design shall be revised to show on street parking on the <br />east side of the street. <br />b. The Finale Avenue street width shall be increased to 32-feet to provide space for <br />the on street parking. <br />c. The plans should show the planned trail east of Finale Avenue. <br />d. The street improvement plan and financing agreement shall be developed with City <br />staff prior to submittal of the final plat so that it can be included in the development <br />agreement. <br />
