Resolution 2020- <br />Page 3 <br />14. The private drives must comply with City standards for private drives. <br />15. The plans must be revised to show snow storage areas on the plans. <br />16. The fire exhibit must be revised to show compliance with access requirements using the <br />City vehicle template and must include in the southern portion of the site, which is not <br />currently on the plans. <br />17. The proposed trail details must be updated for consistency. The plans show a 10-foot wide <br />trail and the detail shows an 8-foot wide trail. The current trail on the senior housing side <br />is 9 feet, 4-inches wide in a 10-foot trail easement. Final design shall be approved by the <br />City. <br />18. Easement agreements must be obtained from the property at 14602 Finale Avenue. <br />a. The applicant is responsible for ensuring that the emergency access easement is <br />obtained for access from this site to the driveway on the senior apartment site. <br />b. The applicant is responsible for ensuring that the trail easement is obtained. <br />c. All easements must be provided in recordable form. <br />d. Access easements must be reviewed and approved by the City Attorney. Upon <br />City approval, the applicant shall file these documents at Washington County. <br />19. No signage is proposed at this time. Should signage be desired, the applicant must <br />apply for a sign permit with details ensuring compliance with ordinance requirements. <br />20. The developer shall provide the City with a copy of the draft apartment agreement or <br />similar document. The document should address the following: <br />a. No parking shall be allowed on the private drives. <br />b. Private garages should remain open for vehicle parking. <br />c. Trash and recycling will be individual unit containers and the contract will be <br />managed by the apartment manager. <br />21. Prior to issuance of building permits: <br />a. The final plat and easement vacation must be approved and filed at Washington <br />County. <br />b. The development agreement must be executed and financial guarantees in <br />place. <br />c. A complete set of revised plans addressing the conditions of approval shall be <br />submitted for city approval. <br />d. The applicant shall obtain all necessary local, state, and federal permits. <br />e. The developer must obtain all necessary stormwater management and WCA <br />permits from the City. <br />f. The developer shall obtain all necessary local, state, and federal permits. <br />
