Agenda Number E.1 <br />CITY OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />PLANNING AND ZONING <br />STAFF REPORT <br />TO: Hugo Planning Commission <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: 2020-2024 Capital Improvement Projects <br />DATE: May 21, 2020, for the Planning Commission Meeting of May 28, 2020 <br />1. BACKGROUND: <br />The 5-year CIP is financial planning tool that is used by the City. Approval of the CIP is required <br />by the City Council prior to the issuance of any bonds for financing of public improvements. <br />According to Minnesota Statute 462.356, capital improvements shall be reviewed by the <br />Planning Commission to determine whether or not they are consistent with the City of Hugo <br />2040 Comprehensive Plan. There are several capital improvement projects planned for the years <br />2020-2024 for the Planning Commission's review and approval. The projects that are proposed <br />to be financed with bond are the Public Works Facility and Lions Park. Staff has outlined the <br />project below and how they are consistent with the 2040 Comprehensive Plan. <br />2. PROPOSED PROJECTS AND CONSISTENCY WITH THE COMP PLAN: <br />Park Improvements <br />Neighborhood Parks: Adelaide Landing Park and Goodview Trail Study <br />The Adelaide Landing Park is located in the Adelaide Landing residential development and the <br />land was dedicated by the developer for the park. The master plan includes a parking lot, soccer <br />field, pickle ball court, sport court, shelter, and playground equipment. The parking lot was <br />installed last year by the developer. As part of the master plan for the park, the pickle ball court, <br />sport court, shelter, and playground equipment is proposed to be installed this year. <br />The Goodview Avenue trail study will include a concept plan and provide recommendations on <br />the feasibility of a trail along Goodview Avenue between Egg Lake Road and 1451h Street. If <br />feasible this would close a gap between public trails, which is a goal of the Parks Commission. <br />The City has awarded grant funding for a partnership project with Health Living Washington <br />
