Page 2 <br />County through the Statewide Health Improvement Program that covers most of the cost of the <br />study. <br />Both of these park improvements were listed in the 2020 Parks Commission goals and were in <br />the 2020 Parks Commission budget. At its April 15, 2020, meeting the Parks Commission <br />decided to move forward with the Goodview Avenue trail study. At its May 19, 2020, meeting <br />the Parks Commission approved the Space X concept plan from Ultimate Recreation for the <br />Adelaide Landing Park. The Parks Commission will work with the companies on the final plans <br />for the playgrounds at the park. There are also a few miscellaneous park upgrades, playground <br />replacements, and trail projects included in the CIP. <br />Community Parks: Lions Park, Irish Avenue Park, and Clearwater Creek Preserve Park <br />On May 13, 2019 the Hugo City Council and Parks Commission held a workshop to discuss <br />funding of community parks. A background was given on City parks and the approved <br />community park master plans. The City's financial consultant provided information on how cities <br />can fund park improvements and survey opportunities. The City Council and Parks Commission <br />discussed parks usage, phasing and prioritizing of park improvements, and funding options. <br />This year the City Council approved an increase to the tax levy to fund community park <br />improvement projects. <br />At the meeting of June 19, 2019 the Parks Commission identified their priorities for community <br />park development. This was later presented to the City Council at their budget workshop on <br />September 5, 2019. The first priority was re -development of Lions Park. Lions Park is located <br />west of City Hall. This is the community park where most large community events occur such as <br />Good Neighbor Days. A few years ago the City approved Master Plan for Lions Park. The master <br />plan includes a large picnic shelter, parking lot, roadway improvements, and stormwater <br />improvements, memorial garden, playground, splash pad, sports courts, fire pit and amphitheater. <br />At its April 20, 2020, meeting the City Council, per the recommendation from the Parks <br />Commission, approved a feasibility study to be completed for Lions Park. The CIP identified the <br />park improvements to start in 2021. <br />Also in the CIP are smaller improvements to Irish Avenue Park and Clearwater Creek Preserve <br />Park. Irish Avenue Park will have interim park improvements such as a parking lot and trails. <br />The Parks Commission will also create a master plan for Irish Avenue Park and decide the uses <br />for the park. Last year the Parks Commission created and approved a master plan for Clearwater <br />Creek Preserve Park. The master plan includes additional trails, a northern park access with <br />parking area, and boardwalks over the creek in the park. Phase 1 of the improvements will be <br />started in 2022. <br />The proposed improvements are consistent with the Parks, Trails and Open Spaces chapter of the <br />Comprehensive Plan. The chapter discusses a need for a neighborhood park in the general area of <br />the Adelaide Landing development. Neighborhood parks often provide neighborhoods easy <br />access to a variety of recreation facilities that include playground equipment and picnic facilities. <br />The plan also shows a planned trail along Goodview Avenue. The chapter includes the Master <br />Plan for Lions Park and has discussions about planning and anticipated improvements to Irish <br />2 <br />
