ISD #624 Transportation Facility Site Plan <br />Page 2 <br />B. Existing Site Characteristics <br /> <br />The property is 7.06 acres and is currently vacant. The property consists of a mixture of open and <br />wooded land and has a general slope downward from east to west. <br /> <br />4. BACKGROUND: <br /> <br />The proposed use for the property is a transportation facility for the White Bear Lake Area <br />School District, which is a permitted use as an essential public service in the I-3 zoning district. <br />In 2019, the applicant gained CUP approval for exterior storage exceeding the size of the <br />principal building. At that time the applicant also applied for a sketch plan review and asked the <br />Planning Commission and City Council to provide comments on the site plan. Comments <br />generally included concerns over additional traffic added to Fenway Boulevard, circulation <br />throughout the site, and screening. The applicant considered the comments made by the Public, <br />Planning Commission, and City Council and applied them to the submitted site plan. <br /> <br />5. ANALYSIS: <br /> <br />A. Level of City Discretion in Decision-Making <br /> <br />The City’s discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br /> <br />B. Site Plan <br /> <br />The application complies with the ordinance standards as follows: <br /> <br />Building Setbacks <br /> <br />The proposed site plan complies with all building setback requirements for the General Industrial <br />Zoning District. <br /> <br />Building Height <br /> <br />Per City Code, the maximum building height is 50 feet. The proposed building meets the <br />requirement. <br /> <br />Building Coverage and Lot Coverage <br /> <br />The ordinance limits lot area to be covered by buildings to 40% and lot area to be covered by <br />impervious surface to 80%. The proposed lot for the site plan complies with this requirement. <br /> <br />Landscaping <br /> <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for commercial <br />development. The site plan includes tree and shrub locations and species.
