G.5 Approve Release of Cash Escrow for Waters Edge 6th Addition <br /> <br />Alliant Ventures, LLC has requested the City release their cash escrow for the Waters Edge 6th <br />Addition. City staff has inspected the work and recommends the release of the cash escrow being <br />held in the amount of $198,000. <br /> <br />G.6 Approve Pay Voucher No. 1 for Public Works Facility <br /> <br />Ebert Construction has submitted Pay Request No. 1 for the City of Hugo Public Works Facility <br />project in the amount of $389,011.22. The quantities completed to date have been reviewed and <br />agreed upon by the architect, contractor and city staff. The amount indicated above reflects the <br />work certified through October 13, 2021, with a 5% retainage applied. Staff recommends the <br />City Council approve payment request #1 in the amount of $389,011.22 to Ebert Construction. <br /> <br />G.7 Approve Jim Compton Jr. as Fire Chief for the City of Hugo <br /> <br />Hugo Fire Chief Kevin Colard will be retiring from the Hugo Fire Department effective <br />December 31, 2020. On October 14, 2020, Hugo Deputy Chief Jim Compton, Jr. was <br />interviewed by the City Council to be his replacement. City Administrator Bryan Bear <br />recommends Council approve the appointment of Jim Compton, Jr. as the new Fire Chief <br />effective January 1, 2021. <br /> <br />J.1 Approve Appointment of Stakeholders for Lions Park <br /> <br />At the City Council meeting of October 5, 2020, Consultant proposals were approved for the <br />design development of Lions Park. This fall, the consultants will work with stakeholders to <br />develop the design of the pavilion, playground, and remaining park site to 50% with estimates of <br />probable costs. One stakeholder group will be established to design the playground and <br />surrounding landscape. Another stakeholder group will work on the design of the pavilion and <br />surrounding plazas. Each stakeholder committee will have up to eight members comprised of <br />residents, Planning Commissioners, Parks Commissioners and a Council liaison. Letters of <br />interest have been received from some residents. At their meeting of October 9, the Planning <br />Commission nominated Matt Derr (pavilion) and Kim Luchsinger (playground) to serve on the <br />committees. Representatives from the Parks Commission included Chair Dave Strub (pavilion) <br />and Nicole Schmid (playground). Staff recommends appointment of stakeholders to the Pavilion <br />and Playground Committees, including a Council representative. <br />  <br />L.1 Yellow Ribbon Network Update <br /> <br />Council Member Chuck Haas and Council Member Phil Klein will report to Council on the <br />Yellow Ribbon Network activities held recently. <br /> <br />M.1 Cancel November 2, 2020 Council Meeting <br /> <br />Upgrades to the Council Chambers will begin the week of October 26 and take about two weeks <br />to complete. This will include complete reconfiguration of the AV backroom. There will be no <br />or limited opportunity to film, broadcast, and livestream the regular Council meeting on <br />November 2. Staff members are aware of this project and have been scheduling agenda items <br />accordingly. Staff recommends Council cancel the November 2, 2020, Council meeting.
