BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY, OCTOBER 5, 2020 <br /> <br /> <br /> <br />D. 1 Minutes for the September 21, 2020 City Council Meeting <br />D.2 Minutes for the September 24, 2020 Public Works Ground Breaking Ceremony <br /> <br />Staff recommends Council approve the above meeting minutes as presented. <br /> <br />F.1 Update on COVID-19 City Response and Grant Approval <br /> <br />The City of Hugo has applied for and has been awarded a COVID-19 Response Grant for Election <br />Administrators from The Center for Tech and Civic Life (CTCL). CTCL is a nonpartisan <br />organization that provides technical assistance to election administrators across the country and <br />has established a grant program to support municipalities with a demonstrated need in the <br />administration of safe elections during the pandemic. The grant funds can be used to cover certain <br />2020 Election expenses incurred between June 15, 2020 and December 31, 2020 that are <br />associated with the safe administration of election responsibilities during the COVID-19 <br />pandemic. Grant funds can be used to procure personal protective equipment and disinfecting <br />supplies for poll workers and voters, educate voters on safe voting policies and procedures, <br />provide additional training for poll workers on how to safely administer elections in the midst of <br />the pandemic, and pay for increased costs for polling site cleaning and sanitation. Staff <br />recommends that the City Council accept the $5,000.00 COVID-19 Response Grant for Election <br />Administrators from The Center for Tech and Civic Life. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for Public Works Worker Adam Greeder <br /> <br />In 2007, Adam Greeder was hired by the City of Hugo as one of its summer seasonal maintenance <br />workers in the Hugo Public Works Department. On October 6, 2008, Adam became part of the <br />department as a full-time employee as an apprentice for the Public Works Maintenance Worker. <br />Public Works Director Scott Anderson recommends Council approve the annual performance <br />review for Public Works Worker Adam Greeder. <br /> <br />G.3 Approve Resolution Appointing Election Judges for 2020 General Election <br /> <br />State Statute requires the governing body to approve the appointment of election judges at least 25 <br />days prior to the election. City Clerk Michele Lindau has recruited 56 judges to work the 2020 <br />General Election. This is considerable more than what was needed in past elections due to the <br />requirements of COVID-19. All election judges will receive 2.5 hours of training, which includes <br />COVID related instructions. Staff recommends the Council approve the resolution appointing <br />election judges for the 2020 General Election. <br />
