Ms. Rachel Juba
November 12, 2020
Page 2
4. Project phasing has been reviewed and the project can be constructed in a manner that
allows street and utility construction to occur without extending into or coming from future
phases. Mass grading is expected to take place over the entire development with the
exception of that portion of phase three that includes the cul-de-sac
5. Water service is proposed to be extended from the Goodview Avenue/Geneva Avenue
Intersection. Staff has recommended connecting to the existing 12” watermain and extend
12” watermain through the development to Egg Lake Road that meets the goal of the
comprehensive water system plan.
6. Sanitary sewer will be extended from the 4” forcemain provided to this location in 2004 as
part of the Goodview Avenue Improvement Project as the site was deemed to require a
sanitary sewer lift station to service this area. The lift station will be sized and placed at an
elevation that will allow for the extension of gravity sanitary sewer to serve the adjacent area
up to and including the Hugo Public Work facility. The lift station design was completed by
WSB to ensure consistency with the design standards and lift station components across the
City system. The developer had placed funds in escrow to cover the design fess associated
with the liftstation.
7. The initial phase of this development gains street access from Goodview Avenue. The
access is appropriately aligned with Geneva Avenue and perpendicular to Goodview Avenue.
8. Access to Egg Lake Road is proposed to occur in Phase 3. The applicant shall provide
Washington County approved construction plans and permit for the construction of turn lanes
as identified in their November 7, 2019 review letter.
9. An existing easement extends along the east and north east portion of the development for
“highway purposes”. That portion of easement no longer needed will require vacation. That
portion of the easement that extends to the eastern portion of phase 1 is proposed to be
vacated at this time.

Stormwater Management

10. The applicant has submitted their Stormwater Management Plan for the site. The applicant
will be utilizing water reuse to irrigate the development and meet a majority of the stormwater
management requirements for volume reduction, rate control, and water quality.
11. The stormwater reuse system will be owned and operated by the Homeowners Association,
and the City will have access to the system as needed for monitoring and operation. The
applicant is meeting approximately 80% of the volume reduction requirement by utilizing
water reuse. The remaining volume control requirement is being met using storage provided
in the NURP pond.
12. The applicant has not yet submitted their irrigation/stormwater reuse plan sheets, which will
need to be reviewed. Some minor storm sewer design comments still need to be addressed.

Wetland

13. The wetland delineation has been approved.
14. The applicant has provided documentation that they have purchased the necessary wetland
banking credits based on their proposed impacts on site,
