Agenda Number: D.2 <br />CITY OF HUGO <br />PLANNING AND ZONING <br />APPLICATION STAFF REPORT <br />TO: Hugo Planning Commission <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: Victor Land Holdings, LLC (JL Schwieters) — Eagles Landing. Site plan, <br />conditional use permit, variance and easement vacation for a campus development <br />for the properties located at the northeast corner of 1301h Street North and Fenway <br />Boulevard North. <br />DATE: September 15, 2020, for the Planning Commission Meeting of September 24, <br />2020 <br />ZONING: General Industrial (I-3) <br />60-DAY REVIEW DEADLINE: October 25, 2020 (20-days) <br />1. DESCRIPTION OF REQUEST: <br />The property is located at the northeast corner of 130th Street North and Fenway Boulevard <br />North. Currently it is two parcels and will be combined with this project and totals 1.6 acres. <br />The applicant is requesting a site plan for 3 one-story office/warehouse buildings totaling 38,800 <br />square feet. The three buildings will have a total of 14 rental units and each include a mezzanine. <br />Each unit will have an outdoor balcony out of the mezzanine area. The applicant has stated that <br />the users will be low intensity users and possibly rented to users that may want to store and work <br />on collectable vehicles. There will be three buildings on one lot, therefore a conditional use <br />permit (CUP) is required to allow a campus development. The applicant is requesting a variance <br />from the commercial and industrial construction standards to allow the building to be built with <br />architectural metal panels, where architecturally enhanced concrete panel, architecturally <br />enhanced masonry block, masonry with block, masonry with exterior insulation and finish <br />system (EIFS), brick, dressed stoned or glass are required by ordinance. There are drainage and <br />utility easements on the property that are not applicable to the project and will be vacated with <br />this project. New drainage and utility easements will be places over the required areas such as <br />the stormwater management facilities. <br />
