Staff is <br />comfortable with the access points as shown. <br />Parking <br />According to the Section 90-253 PARKING, based on the use and the size of the buildings 77 <br />parking stalls are required by ordinance. The applicant is proposing 78 parking stalls for the site. <br />The applicant complies with the parking requirements in the City Code. <br />Trails <br />In the 2040 Comprehensive Plan, there is a trail shown on the north side of 1301h Street. The <br />applicant is not required to construct the trail, however, the plans shall be revised to show the <br />trail on the north side of 1301h Street to ensure there is enough room for the trail to be <br />constructed. <br />Building Architecture <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. The <br />guidelines allow flexibility on four-sided architecture for industrial buildings. There are also <br />Commercial and Industrial Construction Standards that are in the City Code that shall be met. <br />Both documents discuss the requirements for building materials. The ordinance states the <br />following: <br />"Exteriors for all buildings, principal and accessory, shall be architecturally enhanced concrete <br />panel, architecturally enhanced masonry block, masonry with block, masonry with exterior <br />insulation and finish system (EIFS), brick, dressed stoned or glass. Colors shall be neutral or <br />earth tones, except, to create a decorative effect, 20 percent of the building facade (excluding <br />window and door areas for the computation) may be decorated with glazed tile, glass, plastic or <br />metal panels, or wood of various colors. " <br />The purpose and intent of the guidelines and ordinance are to ensure high quality design and <br />building materials for commercial and industrial buildings and to improve the overall quality of <br />development in the City. The ordinance was created to prevent the construction of tin sheds and <br />pole barns and the use of low quality metal products and to ensure that buildings are attractive <br />and durable. <br />The applicant is requesting a variance from the construction standards ordinance in the City <br />Code to allow the buildings to be constructed with architectural metal panels. The applicant is <br />showing the building being constructed with all architectural metal panels. They state that they <br />are extremely high quality metals that are a long lasting product. Staff has the materials samples <br />and they are a high gauge metal that is different from what you would see on a typical pole barn <br />building. The majority of the metals is proposed to be a grey and the accent metal is proposed to <br />be a wood grain. <br />
