Background memo for the EDA Meeting of Tuesday, November 17, 2020 <br />3. Approval of Minutes <br />Staff recommends approval of the minutes from the September 15, 2020 EDA Meeting as <br />presented. <br />4. Update on City Owned Property Purchase Agreement <br />Denny Trooien presented his Downtown Hugo concept plan to be located on the City owned <br />property along Egg lake at the September 15th EDA meeting. The concept plan included a mix of <br />retail, commercial, and restaurant users and emphasized walkability throughout the site. The <br />EDA discussed the proposal and generally agreed that it would be appropriate to consider <br />Tooien's project and that the project would meet the criteria necessary to grant the land for $1. <br />The EDA made a motion to direct staff to continue to work with Trooien on his proposal. <br />Staff has been working with Trooien and will provide an update on the draft purchase <br />agreement. <br />S. Update on Hugo CARES Business Grant Recipients <br />The City Council approved the Hugo CARES Business Grant recipients at their October 19, 2020 <br />meeting and the City and respective businesses entered into agreements. Staff will provide an <br />update on the recipients. <br />6.
