MINUTES FOR THE EDA MEETING OF SEPTEMBER 15, 2020 Meeting held remotely pursuant Minn. Stat. Sec. 1313.021 Chair Weidt called the meeting to order at 5:32 pm. PRESENT: Denaway, Gallivan, Houle, Klein, Petty, Puleo, and Weidt. ABSENT: None. Note: Due to technological difficulties, Gallivan was able to view and hear the meeting, but was not able to participate. STAFF: Bryan Bear, City Administrator Rachel Juba, Community Development Director Emily Weber, Community Development Assistant APPROVAL OF MINUTES FOR THE EDA MEETING OF AUGUST 18. 2020 Commissioner Klein made a motion, Commissioner Petty seconded, to approve minutes for the EDA meeting of August 18, 2020. Ayes: Denaway, Houle, Klein, Petty, Puleo, and Weidt. Nay: None. Motion Carried. CONCEPT PLAN ON CITY OWNED PROPERTY Denny Trooien presented a Downtown Hugo concept plan to the EDA that highlighted a mix of retail, commercial, and restaurant users. The site plan emphasized walkability and shows a boardwalk along Egg Lake. Trooien asked the EDA to discuss the proposal and would like to continue to work with staff to enter into an option agreement with the City. The EDA generally agreed that it would be appropriate to consider Tooien's project and that the project would meet the criteria necessary to grant the land for $1. Chair Weidt made a motion to direct staff to work with Denny Trooien on his Downtown project proposal. Seconded by Klein. Ayes: Denaway, Klein, Petty, Puleo, and Weidt. Abstained: Houle Nay: None. Motion Carried. UPDATE ON CARES ACT BUDGET — BUSINESS GRANTS Staff provided an update on the Hugo Cares Business Grant program that the City approved. The application became available to local, private and nonprofit businesses on September 9, 2020 and will remain open until October 1, 2020. The City approved $200,000 to be allocated towards the program and individual businesses may apply for up to $10,000. Staff will review the applications on a first
