Hugo City Council Meeting Minutes for October 19, 2020 <br />Page 4 of 6 <br /> <br /> <br />Approve Pay Voucher No. 2 for the Goodview Avenue Improvement Project <br /> <br />T.A. Schfisky & Sons, Inc. had submitted Pay Voucher No. 2 in the amount of $381,738.31 for <br />work certified through October 9, 2020, on the Goodview Avenue Improvement Project. Paving <br />had been completed, shoulder work was on-going and the striping planned for the week of <br />October 19th. Adoption of the Consent Agenda approved payment to T.A. Schifisky & Sons, <br />Inc in the amount of $381,738.31. <br /> <br />Approve Release of Cash Escrow for Waters Edge 6th Addition <br /> <br />Alliant Ventures, LLC had requested the City release their cash escrow for the Waters Edge 6th <br />Addition. City staff had inspected the work and recommended approval. Adoption of the <br />Consent agenda approved the release of the cash escrow being held in the amount of $198,000. <br /> <br />Approve Pay Voucher No. 1 for Public Works Facility <br /> <br />Ebert Construction had submitted Pay Request No. 1 for the City of Hugo Public Works Facility <br />project in the amount of $389,011.22. The quantities completed to date had been reviewed and <br />agreed upon by the architect, contractor and city staff. The amount indicated above reflects the <br />work certified through October 13, 2021, with a 5% retainage applied. Adoption of the Consent <br />Agenda approved Pay Request No.1 in the amount of $389,011.22 to Ebert Construction. <br /> <br />Approve Jim Compton Jr. as Fire Chief for the City of Hugo <br /> <br />Hugo Fire Chief Kevin Colard will be retiring from the Hugo Fire Department effective <br />December 31, 2020. On October 14, 2020, Hugo Deputy Chief Jim Compton, Jr. was <br />interviewed by the City Council to be his replacement. Adoption of the Consent Agenda <br />approved the appointment of Jim Compton, Jr. as the new Fire Chief effective January 1, 2021. <br /> <br />Approve Appointment of Stakeholders for Lions Park <br /> <br />Parks Planner Shayla Denaway provided background on improvements to Lions Park. Most <br />recently, there was a community workshop on October 11, 2020. Prior to that at their October 5, <br />2020 Council meeting, Council approved the consultant proposals. Those consultants would <br />work with stakeholders to develop the design of the pavilion, playground, and remaining park <br />site to 50% with estimates of probable costs. One stakeholder group will be established to <br />design the playground and surrounding landscape. Another stakeholder group will work on the <br />design of the pavilion and surrounding plazas. This evening, Denaway was looking for approval <br />of the appointments to the stakeholder committees and Council representatives. These <br />committees will comprise of 6-8 members, including two residents, a Planning Commission, <br />Parks Commission, Council Member, and staff. Lions Club Member Dan Balthazar had also <br />requested to serve as the Lions Club liaison. The committees were expected to meet three times a <br />week beginning the week of October 26. She reviewed applications from five residents to serve <br />on the committees. Staff recommended: Park Chairperson Dave Strub, Planning Commissioner <br />Matt Derr, Hugo Lions Club Member Dan Balthazar, and resident Lynette Anderson to be on the <br />Pavilion Committee. For the Playground Committee, staff recommended: Parks Commissioner <br />Nicole Schmid, Planning Commissioner Kim Luchsinger, and residents Steve Andress and <br />Tiffany Goodchild. <br />
