Agenda Number: G. 20 <br />CITY OF HUGO <br />PLANNING AND ZONING <br />APPLICATION STAFF REPORT <br />TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: Victor Land Holdings, LLC (JL Schwieters) – Eagles Landing. Preliminary <br />plat, final plat, site plan, conditional use permit, variance, and easement vacation <br />for a campus development for the properties located at the northeast corner of <br />130th Street North and Fenway Boulevard North. <br />DATE: December 30, 2020, for the City Council Meeting of January 4, 2021 <br />ZONING: General Industrial (I-3) <br />60-DAY REVIEW DEADLINE: January 8, 2021 <br />1. PLANNING COMMISSION MEEING UPDATE: <br />At its December 17, 2020, meeting the Planning Commission held a public hearing and <br />considered the request. There was no one that spoke during the public hearing. Staff provided <br />background on the applications and recommended approval of the applications, with the <br />condition that the applicant add brick, stone, or block (or like material) 3 feet in height around <br />the building. The applicant’s architect, Mark Wentzell, made a presentation to the Planning <br />Commission on the architectural metal proposed for the building materials. Mr. Wentzell stated <br />that there will be a foundation to the building that will exposed and finished with black stucco. <br />He stated adding an additional material would take away from the intentional design of the <br />building that the applicant wanted. <br />The Planning Commissioners generally agreed that they liked the plans and the overall design of <br />the building, including the architectural metal panel building material. They felt the materials <br />were high quality and met the intent of the design guidelines. They found the applications met all <br />the requirements necessary to approve the applications. The Planning Commission unanimously <br />approved the applications, subject to the conditions in the resolutions, with the revision to the <br />site plan resolution to remove the requirement to add brick, stone, or block (or like material) 3 <br />feet in height around the building. The resolutions in the City Council packet reflects the <br />Planning Commission recommendation.
