Victor Land Holdings, LLC, Pre Plat, Final Plat, Site Plan, CUP, Variance, and Easement Vacation <br />Page 5 <br />earth tones, except, to create a decorative effect, 20 percent of the building facade (excluding <br />window and door areas for the computation) may be decorated with glazed tile, glass, plastic or <br />metal panels, or wood of various colors.” <br /> <br />The purpose and intent of the guidelines and ordinance are to ensure high quality design and <br />building materials for commercial and industrial buildings and to improve the overall quality of <br />development in the City. The ordinance was created to prevent the construction of tin sheds and <br />pole barns and the use of low quality metal products and to ensure that buildings are attractive <br />and durable. <br /> <br />The applicant is requesting a variance from the construction standards ordinance in the City <br />Code to allow the buildings to be constructed with architectural metal panels. The applicant is <br />showing the building being constructed with all architectural metal panels. They state that they <br />are extremely high quality metals that are a long lasting product. Staff has the materials samples <br />and they are a high gauge metal that is different from what you would see on a typical pole barn <br />building. The majority of the metals is proposed to be a grey and the accent metal is proposed to <br />be a wood grain. Staff has completed research on the proposed architectural metal panels and has <br />seen that more commercial and industrial building are using this type product. <br /> <br />The building will be a flat roof and include overhead doors on the buildings interior to the <br />campus site. There are windows on all sides of the buildings and glass balconies that access the <br />mezzanine areas. The applicant has provided variation in colors further broken up by the <br />windows. It was in staff’s opinion that the buildings have architectural elements that are <br />attractive, the building material is high quality, and the buildings will be a good addition to the <br />area, with the condition that the base of the building include brick, block, or stone to the base of <br />the building at least 3 feet in height on each side of the buildings. <br /> <br />Staff provided is information to the Planning Commission and recommended approval of the <br />applications, with the condition that the applicant add brick, stone, or block (or like material) 3 <br />feet in height to the building. The applicant’s architect, Mark Wentzell, made a presentation to <br />the Planning Commission on the architectural metal panels proposed for the building materials. <br />Mr. Wentzell stated that there will be a foundation to the building that will exposed and finished <br />with black stucco. He stated adding an additional material would take away from the intentional <br />design of the building that the applicant wanted. <br /> <br />The Planning Commissioners generally agreed that they liked the plans and the overall design of <br />the building, including the architectural metal panel building material. They felt the materials <br />were high quality and met the intent of the design guidelines. The Planning Commission <br />unanimously approved the applications, subject to the conditions in the resolutions, with the <br />revision to the site plan resolution to remove the requirement to add brick, stone, or block (or <br />like material) 3 feet in height around the building. The resolutions in the City Council packet <br />reflects the Planning Commission recommendation. <br /> <br />Variance from Building Material Requirements <br /> <br />Staff used these standards to review the variance request and finds that it meets the standards as <br />follows:
