The granting of the variance would be in keeping with the spirit and intent <br />of this chapter and with the policies of the City’s Comprehensive Plan. <br /> <br />The purpose and intent of the guidelines and ordinance are to ensure high quality design and <br />building materials for commercial and industrial buildings and to improve the overall quality of <br />development in the City. The ordinance was created to prevent the construction of tin sheds and <br />pole barns and the use of low quality metal products. <br /> <br />The proposed architectural metal panels are high quality, the building design is attractive, and the <br />architectural details break-up the building, meeting the spirit and intent of the ordinance. <br />(4) Prohibited Use. The variance, if granted, shall not have the effect of allowing any use <br />prohibited in the district. <br /> <br />Office/warehouse buildings are allowed in the I-3 zoning district. <br /> (5) Hazard Consideration. The variance, if granted, shall not permit a lower degree of flood <br />protection than required by this chapter. The variance shall be determined the minimum <br />necessary, considering the flood hazard, to afford relief, and the variance shall not be issued <br />within any designated regulatory floodway if any increase in flood levels during the base flood <br />discharge would result. <br />The property is not within a floodplain. <br />(6) Septic and Well Compliance. The sewage treatment system and water system of the subject <br />property is in compliance with city and state codes. <br /> <br />The property will be served by City sewer and water. <br /> <br />Signage <br /> <br />The applicant is not proposing any signage at this time but. Prior to the installation of any signs, <br />the applicant shall obtain a sign permit. <br /> <br />Drainage/Grading <br /> <br />The stormwater management requirements are proposed to be met through the use of onsite <br />biofiltration basins and the purchase of volume reduction credits from the City. One of the <br />proposed biofiltration basins is within the City’s right of way and above an existing watermain <br />line and will need to be moved which may modify the amount of credits required. A stormwater <br />maintenance agreement and drainage and utility easements will be required for the stormwater <br />basins on the site. <br /> <br />Staff is also working with the applicant on the low floor elevation requirements for the project. <br /> <br /> <br /> <br />
