In particular, we have reviewed the following plans related to this
particular request:

• Civil Plan Sets revised 11/3/20 by Plowe Engineering, Inc.
• Drainage Report revised 11/3/20 by Plowe Engineering, Inc.
• CIC (North and South) by E.G. Rud & Sons, Inc.
• Landscape Plans revised 11/6/20 by DreamScapes Landscape and Design, Inc.
• Architectural Plan Updates dated 6/1/2020 by 292 Design Group

The applicant has just turned in minor modifications to the plans. These modifications have not
yet been reviewed. Based on the review of the above documents, we offer the following
comments related to this application:

Grading, Street, and Utility Plans

1. The site is proposed to have two accesses. The first is on Fenway Boulevard approximately
200’ north of 130th Street while the second is on 130th Street approximately 160’ east from
Fenway Boulevard. Proposed access locations are acceptable.
2. Water service to the site will be achieved by connecting to an existing 8” watermain stub near
the northwest corner of the property. An 8” service will be extended southeast into the site
with two hydrants.
3. Sanitary sewer service is available to the site from an existing 6” sanitary sewer service near
the northwest corner of the property.
4. Detailed redline comments have been provided on the plans and sent to the applicants
engineer so they can be addressed in future submittals.
5. An MPCA NPDES permit wil be required based on the greater than 1 acre of disturbed area.

Stormwater Management

6. The stormwater water quality and rate control requirements are proposed to be met through
the use of an onsite biofiltration basin and stormwater pond. The applicant is showing the site
decreases discharge rates for all storm events however the site is unable to meet the City’s
100-year rate control limitation of 0.1 cubic feet per second per acre of drainage due to site
