The applicant is proposing a discharge rate of approximately 0.5 cubic feet per <br />second per acre where the existing rate is 6.1 cubic feet per second. The site outlets through <br />an existing culvert to a private ditch which leads to a large wetland complex. Because of this <br />and because the proposed discharge rate is less than existing, the proposed discharge rate <br />is not anticipated to have a negative impact downstream. Rice Creek Watershed District <br />requirements are being met. <br />7. Due to site constraints, the structures onsite are unable to meet the three-foot freeboard <br />requirement with respect to stormwater pond and biofiltration basin. The City ordinances do <br />allow for freeboard standard be lowered to a minimum of two feet with some additional <br />requirements. The applicant still needs to submit documentation that the additional <br />requirements are met however it is believed that this should not be an issue. The currently <br />proposed freeboard separation is approximately 2.5 feet, which meets Rice Creek Watershed <br />District’s requirements. <br />8. Additional stormwater plan and model comments have been provided to the applicant and will <br />need to be addressed in future submittals for documentation and permitting purposes. <br />9. A stormwater maintenance agreement and drainage and utility easements will be required <br />for the stormwater basins on the site. <br /> <br /> <br />Thank you for the opportunity to provide comments on this project.
