<br /> <br /> <br />Geotechnical Report <br />2021 Street Improvements <br />Hugo, Minnesota <br />WSB Project No. 015887-000 Page 1 <br />1. INTRODUCTION <br /> <br /> Project Location <br />The borings were located along portions of 146th Street North, Upper 146th Street North, 147th Street <br />North, Finale Avenue North, Finley Avenue North, and Flay Avenue in Hugo, Minnesota. The <br />approximate soil boring locations can be found on the Soil Boring Exhibit in Appendix A. <br /> <br /> Project Description <br />It is proposed to reconstruct the existing bituminous roadways, except the portion of Finale Avenue North <br />from Upper 146th Street North to 147th Street North which will be rerouted to the west to allow for <br />expansion of Lions Park and the new section of 147th Street North located west of Finale Avenue. <br /> <br />We understand that the vertical and horizontal alignment of the roadways (other than the rerouted portion <br />of Finale Avenue and new section of 147th Street North) will remain similar to existing conditions. <br /> <br />We understand that new utilities will be constructed along these roadways at the same time as the <br />pavement reconstruction and new pavement placement. <br /> <br /> Purpose and Project Scope of Services <br />Jeff Pearson with WSB authorized this scope of service on behalf of the City of Hugo. In order to assist <br />the design team in preparing plans and specifications, we have developed recommendations for <br />subgrade improvements and pavements. As such, we have completed a subsurface exploration program <br />and prepared a geotechnical report for the referenced site. This stated purpose was a significant factor in <br />determining the scope and level of service provided. Should the purpose of the report change the report <br />immediately ceases to be valid and use of it without WSB’s prior review and written authorization should <br />be at the user’s sole risk. <br /> <br />Our authorized scope of work has been limited to: <br /> <br />1. Clearing underground utilities utilizing Gopher State One Call. <br />2. Mobilization / demobilization of a truck mounted drill rig. <br />3. Drilling 9 standard penetration borings to 14 ½ foot depths. <br />4. Sealing the borings per Minnesota Department of Health procedures. <br />5. Perform soil classification and analysis. <br />6. Review of available project information and geologic data. <br />7. Providing this geotechnical report containing: <br />a. Summary of our findings. <br />b. Discussion of subsurface soil and groundwater conditions and how they may a ffect the <br />proposed utilities and pavements. <br />c. Estimated R-value of the soils. <br />d. Recommended pavement section. <br />e. A discussion of soils for use as structural fill and site fill.
