Feasibility Report <br />2021 Downtown Improvements <br />City of Hugo, MN <br />WSB Project No. 015887-000 Page 2 <br />2 INTRODUCTION <br />2.1 Authorization <br />On July 20, 2020, the Hugo City Council authorized the preparation of a feasibility report for the 2021 <br />Downtown Improvements. <br />2.2 Scope <br />This feasibility report includes street improvements and drainage improvements along the following <br />roadways: <br />147th Street from just west of TH 61 to Finale Avenue <br />The extension of 147th Street from Finale Avenue to Oneka Boulevard <br />Flay Avenue north of 147th Street to its existing termination point <br />Upper 146th Street from Finale Avenue to Fitzgerald Avenue <br />146th Street from Finale Avenue to Fitzgerald Avenue <br />Finley Avenue from Upper 146th Street to 145th Street <br />Fitzgerald Avenue from 147th Street to 145th Street <br />Oneka Parkway at 147th Street (intersection and turn lanes) <br />2.3 Data Available <br />Information and materials used in the preparation of this report include the following: <br />City of Hugo Capital Improvement Plan <br />City of Hugo Assessment Policy Manual <br />City of Hugo Property Index Records <br />City of Hugo Topography Maps <br />Pavement Cores/Soil Borings <br />Topographic Survey <br />Field Observations of the Area <br />Finale Avenue reconstruction plans (Hugo Gardens Development) <br />2.4 Project History <br />The 2021 Downtown Improvements is identified in the City’s Capital Improvement Plan to address the <br />poor condition of the roadway. <br />The City held a neighborhood meeting on September 30, 2020, to receive input on the project. Meeting <br />attendees who spoke stated there was a need for the project and supported the proposed improvements. <br />Several in attendance expressed concern regarding the speed and care with which drivers are currently <br />using on 146th Street to and from the existing senior living development.
