Feasibility Report <br />2021 Downtown Improvements <br />City of Hugo, MN <br />WSB Project No. 015887-000 Page 1 <br />1 EXECUTIVE SUMMARY <br />The 2021 Downtown Improvements consists of the extension of 147th Street from Finale Avenue to <br />Oneka Parkway, turn lanes on Oneka Parkway, reconstruction of 147th Street from just west of TH 61 to <br />Finale Avenue, Flay Avenue north of 147th Street, Upper 146th Street, 146th Street, Finley Avenue, and <br />Fitzgerald Avenue. A map illustrating the project location is shown on Figure 1 in Appendix A. <br />Improvements throughout the project include bituminous pavement replacement, concrete curb and gutter <br />installation, subgrade corrections, and storm sewer drainage improvements. <br />The extension of 147th Street includes reconstruction of the existing street west of Flay Avenue to <br />accommodate a wider street section that meets State Aid Standards. The reconstructed 147th Street and <br />extension will also include an eight-foot (8’) paved path on the north side of the street. <br />West of the existing Finale Avenue intersection, the extension of 147th Street will be new construction. <br />The new street will include the same street section as the reconstruct portion including the paved trail on <br />the north side of the roadway. A newly aligned Finale Avenue, to be funded and constructed as part of the <br />Hugo Gardens private development, will intersect with the 147th Street extension. <br />Flay Avenue, Fitzgerald Avenue, Finley Avenue, 146th Street, and Upper 146th Street will all be <br />reconstructed to a twenty-four foot (24’) wide street section. A portion of Fitzgerald Avenue will be <br />reconstructed to a twenty-two (22’) wide section with surmountable curb to limit adjacent impacts. With <br />the exception of Flay Ave and Fitzgerald Ave, which are currently approximately twenty-foot (20’) wide, <br />the existing width of these streets will match the reconstructed width. <br />The cost of the project is estimated at $3,656,800. The project costs include a 5% contingency and 25% <br />indirect costs. Funding for the project will consist of special assessments, City Street CIP Funds, and <br />State Aid Funds. <br />The project schedule proposed includes construction beginning as early as mid to late June 2021, with <br />substantial completion by the fall of 2021. <br /> <br />This project is feasible, necessary, and cost-effective from an engineering standpoint and should be <br />constructed as proposed herein.
