Feasibility Report
2021 Downtown Improvements
City of Hugo, MN
WSB Project No. 015887-000 Page 4
Metropolitan Council (Sanitary Sewer)
Comcast (Cable)
CenturyLink (Telecom)
Xcel Energy (Electric/Gas)
Consolidated Communications (Telecom)
White Bear Lake Area Schools (Fiber Optic)
Several of the existing private utilities are located on poles along the project streets. In some cases, the
poles will need to be relocated or held during construction. Any required relocations will be coordinated as
part of the final design process.
3.4 Sanitary Sewer
The properties within the project area are served by public sanitary sewer. No changes to the sewer
mains or services are proposed in this project.
Metropolitan Council Environmental Services (MCES) operates a forty-two inch (42”) sanitary sewer
interceptor which will be crossed by the extension of 147th Street. The pipe location will not impact the
construction of the roadway but will require coordination with and approvals from MCES during final
design.
3.5 Watermain
The properties within the project area are served by public City water utilities. An existing six-inch (6”)
watermain on Fitzgerald Avenue between 147th Street and Upper 146th Street has had a concerning
number of breaks in recent years and will be replaced as part of the project. Several properties are
served by this main and will require service reconnections to a new main. A branch service main from this
line enters the park under the existing City Hall parking lot and will be removed with the watermain
replacement.
In addition, the existing hydrants within the project area do not have shut off gate valves and will be
replaced with new hydrants that meet City standards. No other changes to the watermain or services are
proposed in this project.
3.6 Adjacent Development and Associated Improvements
The Hugo Gardens development currently under construction will include the realignment of Finale
Avenue between Upper 146th Street and 147th Street. The existing street segment will be removed as part
of the development project once the new alignment is constructed.
A storm water pond will be constructed by the development west of the project area, generally southeast
of the proposed Oneka Parkway and 147th Street intersection. This pond will receive surface water from
the Hugo Gardens development, the reconstructed Finale Avenue, portions of the proposed 147th Street,
and the proposed northwest Lions Park parking lot.
