Feasibility Report <br />2021 Downtown Improvements <br />City of Hugo, MN <br />WSB Project No. 015887-000 Page 5 <br />4 PROPOSED IMPROVEMENTS <br />4.1 Surface <br />4.1.1 Roadway <br />All existing streets within the project area are proposed to be fully reconstructed or removed as <br />part of adjacent development. The proposed improvements include the installation of concrete <br />curb and gutter and storm sewer. Proposed street sections can be categorized as “Local” or <br />“Collector” in design. The 147th Street reconstruction and extension is consistent with the City’s <br />Comprehensive Transportation Plan and will be constructed as a Collector at a width of twenty- <br />six feet (26’) and will include an eight-foot (8) wide trail along the north side of the street as <br />described in section 4.1.2 of this report. <br />The intersection of the new 147th Street extension and Oneka Parkway will require the addition of <br />a southbound left turn lane and northbound right turn lane on the Parkway. These turn lanes are <br />proposed to be constructed as part of the 2021 project to allow for immediate access to and from <br />the area via 147th Street once the project is complete. <br />Local streets will be reconstructed to a twenty-four foot (24’) width and include the following: <br />Flay Avenue <br />Finley Avenue <br />Upper 146th Street <br />146th Street <br />Fitzgerald Avenue (north of Upper 146th Street) <br />Fitzgerald Avenue south of Upper 146th Street is proposed to be reconstruction at a width of <br />twenty-two feet (22’) to limit impacts to existing structures immediately adjacent to the narrow <br />right-of-way. <br />Typical roadway sections are included in Figure 2 in Appendix A. <br />4.1.2 Trails <br />The City of Hugo’s Comprehensive Plan identifies a trail along the north side of 147th Street. Per <br />MnDOT State Aid Standards, the paved trail is proposed to be eight-feet (8’) wide with two-foot <br />(2’) clear zones on both sides. The trail will connect to existing trails along TH 61 on the east end <br />and Oneka Parkway on the west end. Coordination with plans for proposed Lions Park <br />improvements will occur to allow for connections from the 147th St trail into the park. <br />4.1.3 Pedestrian Crossing <br />A pedestrian push-button signal and crosswalk is proposed to be added on the north leg of <br />Highway 61 at 147th Street where crossings are currently prohibited. The new crossing will also <br />require the reconstruction of the pedestrian curb ramps at the intersection and align with the <br />pedestrian facilities on the north side of 147th Street east of TH 61. <br />4.2 Drainage Improvements <br />The existing drainage systems will be evaluated and resized based on new drainage requirements. All <br />streets within the project area will include concrete curb and gutter to allow for better drainage through the <br />corridors. Existing grades along the rights-of-way will be analyzed to eliminate drainage and flooding <br />concerns where they currently occur.
