<br /> <br />CITY OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br /> <br />PLANNING AND ZONING APPLICATION <br />STAFF REPORT <br /> <br /> <br />TO: Bryan Bear, City Administrator <br /> <br />FROM: Rachel Juba, Community Development Director <br /> <br />SUBJECT: Drengson May Enterprises, LLC. – Sketch Plan for the property located <br />West of Falcon Avenue North and North of 121st Street North. <br /> <br />DATE: February 25, 2021, for the City Council Meeting of March 1, 2021 <br /> <br />ZONING: Large Lot Single-Family Residential (R-1) <br />LAND USE: Very Low Density Residential (VLD) <br /> <br />120-DAY REVIEW DEADLINE: April 22, 2021 <br />1. PLANNING COMMISSION UPDATE: <br /> <br />At its February 11, 2021, meeting the Planning Commission reviewed the sketch plan and <br />provided comments to the applicant. There were a few comment letters provided to the Planning <br />Commission from neighboring property owners. The letters are a little out of date since the <br />applicant did change their plans before the Planning Commission meeting to comply with all of <br />the R-1 zoning district regulations. The Planning Commission generally thought that the layout <br />of the development was in character with the surrounding neighborhood. They stated that the <br />variance for the lot to the west seemed reasonable because of the unique shape and access points <br />of the property. The Planning Commission discussed the road and utility construction that is <br />required for development of the property and stated that since there is some interest from <br />adjacent property owners for connection to sewer that a neighborhood meeting should be held. <br /> <br />2. BACKGROUND: <br /> <br />The properties are generally located west of Falcon Avenue North and north of 121st Street <br />North. There are three properties that total approximately 15 acres. The two properties to the <br />east are currently vacant, relatively flat, and there is a wetland on the west side of the properties. <br />The west 5.36 acre parcel has a house that would remain on its own lot, and will create two new <br />lots. The applicant would like to receive feedback on the project in regards to general layout, <br />proposed variance request, and road and utility construction. <br /> <br /> <br />J.1
