The Meadows at Hugo – Preliminary Plat, PUD, and Comp Plan Amendment <br />Page 2 <br /> <br />2. DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting approval of a preliminary plat, planned unit development (PUD), and <br />comprehensive plan amendment for a residential development. The PUD totals 32.93 acres and <br />has 5.92 acres of wetlands for a net area of 27.01 acres. The preliminary plat proposes a total of <br />87 single family lots and six outlots. The property is currently zoned Future Urban Service (FUS) <br />and is proposed to be rezoned to Planning Unit Development (PUD). <br /> <br />The applicant is requesting PUD flexibility on the following: <br /> <br />• Flexibility to allow a minimum lot size of 5,500 square feet, where 10,400 square feet is <br />required. <br />• Flexibility to allow a minimum lot width of 44 feet, were 80 feet is required by ordinance. <br />• Flexibility to allow a minimum front yard building setback of 25 feet, where 30 feet is <br />required. <br />• Flexibility to allow a minimum side yard setback of 5 feet, where 10 feet is required. <br />• Flexibility to allow a maximum percentage of impervious surface of 60%, where 50% is <br />required. <br />• Flexibility from the Shoreland Overlay District requirements through the PUD as approved <br />by the MN DNR. <br /> <br />In exchange for this flexibility, the developer is: <br /> <br />• Designing a more sensitive proposal than would have been the case with the use of the <br />standard R-3 zoning district. <br />• Preserving and enhancing natural features with the trail system that meanders through the <br />development and connects to adjacent City park property. <br />• Creating a connection through the Greenway Corridor in the City with the establishment of a <br />passive trail. <br />• Providing landscaping that exceeds the City’s requirements. <br />• Incorporating architectural design guidelines for homes within the development to ensure <br />high quality and varied products. <br /> <br />The applicant is also requesting approval of a comprehensive plan amendment. The developer’s <br />proposed utility plan identifies a connection to the Met Council Interceptor approximately 1,320 <br />feet south of 165th Street North, which is at the northwest corner of the property. The City’s <br />Comprehensive Sanitary Sewer Plan identifies a sanitary sewer connection to the Met Council <br />Interceptor at 165th Street North. Any modification to connection locations requires a <br />comprehensive plan amendment. <br /> <br /> <br /> <br /> <br /> <br />
