Regional Significance. Funds can be used for constructing or reconstructing city streets, county
highways, or town roads with statewide or regional significance. Our application is seeking the
maximum request value of $1,250,000. Staff has requested and received a letter of support from
Washington County for our Local Road Improvement Program Application for 147th Street. The
grant application is due on March 3, 2021, with the announcement of award of funds occurring in
May of 2021. Award of our 20121 Downtown Improvement Project contract cannot occur until
after the selection process has occurred. Staff recommends approval of the resolution
authorizing the submission of Local Road Improvement Program (LRIP) grant application for
147th Street Reconstruction and Extension to Oneka Parkway as part of the 2021 Downtown
Improvement Project.

I.3 Update on February 23, 2021, Lions Park Workshop

The Council held a workshop on February 23, 2021, to discuss the proposed design of the new
pavilion at Lions Park. City Administrator Bryan Bear will provide an update.

J.1 Approve 121st Street Development Sketch Plan

Drengson May Enterprises, LLC has applied for the sketch plan applicant for informal comments
on plans to subdivide three parcels of land to create parcels that are 1 acre or more. The plan
shows 10 proposed residential lots, stormwater ponding areas, streets, and utilities. The sketch
plan was completed to get comments from the Planning Commission, Parks Commission, and
City Council prior to moving forward with the formal development approval process. The
Planning Commission and Parks Commission reviewed the sketch plan and provided comments
to the applicant as outlined in the staff report. Staff recommends the City Council provide
informal feedback to the applicant on the sketch plan.

L.1 Update on Yellow Ribbon Network

Council Member Chuck Haas will report to Council on the Yellow Ribbon Network activities
held recently.

M.1 Schedule Board of Appeal and Equalization for Thursday, April 8, 2021

Washington County would like the City to hold its Local Board of Appeals and Equalization
meeting on Thursday, April 8, 2021, in the Oneka Room from 5:30 – 6:30 p.m. at Hugo City
Hall. The County has noticed this as an in-person meeting. Council may want to consider
holding this as a hybrid meeting. Staff recommends Council approve the date of Thursday, April
8, 2021 for the Local Board of Appeals and Equalization.

N.1 Adjournment
