inspector, on an as needed basis as determined by the Building Official, at a pay rate of $50.00 <br />per hour plus mileage. <br /> <br />G.10 Approve Pay Request No. 5 from Ebert Construction for Public Works Facility <br /> <br />Ebert Construction has submitted Pay Voucher No. 5 for work done on the new Public Works <br />facility. Staff has reviewed the pay voucher and finds it acceptable for work certified through <br />February 2021. Staff recommends Council approve Pay Voucher No. 5 to Ebert Construction in <br />the amount of $15,198.90. <br /> <br />G.11 Approve Ordinance Amending Fine for Parking Violation <br /> <br />In November of 1990, Council established a $25 fine for those who violated the City’s parking <br />regulations. This fee has remained in place since then. In an effort to create a stronger <br />disincentive for overnight parking that impedes snow plowing, staff would like to increase this <br />fine to $50. Staff recommends Council approve the ordinance amending the City Code, Section <br />90-253, Parking and Loading, to include violation of the ordinance will result in a petty <br />misdemeanor fine of $50. <br /> <br />H.1 Public Hearing on Ordering Improvements and Authorization to Prepare Plans and <br />Specifications for the 2021 Downtown Improvement Project <br /> <br />The feasibility study had been received by the City Council at the February 1, 2021 City Council <br />meeting. City Council set the public hearing for the 2021 Downtown Improvement Project for <br />the March 1, 2021 City Council meeting. Staff held a neighborhood meeting on February 24th to <br />share the results of the feasibility study with property owners adjacent to the project in advance <br />of the public hearing. Total project costs for the 2021 Downtown Improvement Project are <br />estimated to be $3,656,800. Staff will present the findings of the Feasibility Report as part of the <br />public hearing process. Staff recommends approval of the resolution ordering the project and <br />authorizing the preparation of plans and specifications for the 2021 Downtown Improvement <br />Project. <br /> <br />I.1 Approve ROW Acquisition Agreements <br /> <br />In preparation of the feasibility study for the 2021 Downtown Improvement Project, staff has <br />identified both permanent and temporary easements for a number of properties along 147th Street <br />and Fitzgerald Avenue. Staff has met with property owners regarding the project, provided <br />them with renderings of the proposed improvements, and discussed potential concerns. Staff is <br />requesting that the City Council approve a resolution authorizing the offer presentation on the <br />parcels to the property owners and to acquire the property areas needed either by negotiation or <br />condemnation for the Downtown Redevelopment Project. <br /> <br />I.2 Approve Local Road Improvement Program Grant Application <br /> <br />The Local Roads Improvement Program (LRIP) was established by the Minnesota Legislature in <br />2002. The legislature recently provided $75,000,000 for LRIP for county, state aid cities, non- <br />state aid cities, and townships. Staff believes the reconstruction and extension of 147th Street to <br />Oneka Parkway is a good candidate for one of the eligible categories related to Routes of
