Send one final, signed 11x17 sized plan set to the District, and e-mail a full-sized pdf copy to both the <br />District and the District Engineer. Include a list of changes that have been made since approval by <br />the RCWD Board. Ensure the datum is labeled. <br />Stipulations: The permit will be issued with the following stipulations as conditions of the permit. By <br />accepting the permit, applicant agrees to these stipulations: <br />1. Provide an as-built survey (NAVD 88) of the invert elevations of culverts discharging into JD3 to verify <br />location and elevation with the approved plans. <br />Exhibits: <br />1. Plan set containing 35 sheets dated 1-05-2021 and received 1-05-2021. <br />2. Permit application dated 12-29-2020 and received 12-29-2020. <br />3. Project narrative, including stormwater calculations, dated 1-05-2021 and received 1-05-2021, <br />containing narrative, drainage maps, HydroCAD report for the 2-year, 10-year, and 100-year rainfall <br />events for existing conditions. <br />Findings: <br />1. Description – This permit has been reviewed by the City of Hugo, which has LGU administration <br />authority for both the RCWD permit program (District Rules C, D, E and F) and WCA based upon the <br />RCWD Resolution 2004-20. This project also triggers Rule I due to the work within the public <br />drainage system right-of-way, which is not administered by the City of Hugo. The applicant is <br />proposing a new development consisting of 87 single-family homes, roads, and utility infrastructure, <br />including a new stormwater outlet to JD 3 Branch 3. Water will drain through a combination of <br />stormsewer and overland to a proposed pond bordering JD 3 Branch 3. No changes to the ditch are <br />proposed beyond the replacement of an existing outlet with a new stormwater outlet and no ditch <br />impediment or flow restricting structures are proposed. The area draining through the proposed pond <br />and into the ditch through the proposed connection includes 10.11± acres of impervious surface. All <br />stormwater draining to JD 3 Branch 3, drains to the Main Trunk, also called Clearwater Creek, an <br />impaired water. Clearwater Creek eventually drains to Peltier Lake, the Resource of Concern. The <br />applicant has submitted a $500 application fee, which corresponds to a Rule I permit review. This <br />permit was deemed complete on 1-5-2021, and thus reviewed under the RCWD 2021 Rules. <br />2. Stormwater – Rule C is administered by the City of Hugo. <br />3. Wetlands – The City of Hugo is the LGU for wetlands and therefore administers Rule F. <br />4. Floodplain – Rule E is administered by the City of Hugo. <br />5. Erosion Control – Rule D is administered by the City of Hugo. <br />6. Bridges and Culvert Crossing/Drainage Systems – The applicant is proposing to construct a large <br />stormwater treatment pond adjacent to the public drainage system ROW, with the outlet FES near <br />STA 99+00 on Branch 3 of the Anoka/Washington Judicial Ditch 3 system. The pond contours are <br />outside of the ROW, and no structures are planned on the top of the bank where it could impede <br />future access. Grading is proposed within the ROW but the slopes are within an acceptable range. <br />There is a proposed storm water outlet structure that has a proposed downstream FES invert at <br />elevation at 909.32, which is below the regulatory floodplain elevation in this area (913.24 NAVD 88). <br />No other stabilization feature has been proposed for the outlet invert.
