Page 7 <br />Sidewalks, Trails, and Park Dedication <br />The applicant is proposing an eight foot trail throughout the development as shown in the trails <br />plan to connect between Farnham Avenue North and eventually north to 165th Street North, with <br />future development. The applicant has shown a trail along both road connections to the north, <br />which allows more options for future connections to the north as well as provide a more <br />consistent and linear corridor. The applicant is also proposing a trail connection to the west that <br />will provide access into the City -owned park land that is adjacent to the development. The <br />applicant has stated that there will be an additional mowed, passive trail along the ditch on the <br />east side of the development. The passive trail will be consistent with making connections within <br />the Greenway Corridor as indicated in the 2040 Comprehensive Place. Staff is comfortable with <br />the trail connections and location. <br />Land dedication is not preferred as there is future park property to the west and Frog Hollow, an <br />active park, constructed to the south. The park dedication fee is currently $2,400 per unit for a <br />total of $208,800 for the development. <br />Utilities <br />As identified in the City's Comprehensive Water Supply and Distribution Plan, a 24 inch trunk <br />watermain will need to be extended north from the water tower location. The 24 inch water main <br />will be extended north throughout the development with the City paying for oversizing costs. <br />As identified in the City's Comprehensive Sanitary Sewer Plan, a 36 inch trunk main is identified <br />as a connection to the Met Council Interceptor. The proposed plan identifies a connection to the <br />Interceptor at approximately 1320 feet south of 165th Street North, which requires a <br />Comprehensive Plan Amendment. The applicant will be required to obtain approval from the <br />Metropolitan Council for a Comprehensive Plan Amendment prior to final plat. <br />The applicant is also required to get a permit from the Rice Creek Watershed District to allow <br />ditch crossing for the utility connection to the east. <br />Easements <br />The applicant shall obtain the appropriate easement documents for a 50-foot easement along the <br />north property line as well as a 50-foot easement through the adjacent property to the east. This <br />easement shall follow the northern property lines from the adjacent property and extend north to <br />165th Street North in order to accommodate for future utility extensions. <br />Stormwater Management/Wetlands <br />The applicant is meeting rate control and water quality requirements through multiple stormwater <br />ponds that are adjacent and hydraulically connected to the various wetlands throughout the <br />property. Due to the proximity of a stormwater pond to JD3, the applicant has applied for and <br />received Conditional Approval Pending Receipt of Changes (CAPROC) for a Rule I Permit with <br />
