Page 6 <br />the remaining 39 lots with construction planned in 2023. The property is proposed to be mass <br />graded to accommodate wetland mitigation and stormwater management. <br />Landscaping/ Signage <br />The applicant has provided a full landscape plan. According to Section 90-181 Landscaping, <br />each home site shall have two deciduous shade trees maintained in the front yard. The applicant <br />is also proposing to have two trees per lot, however, one tree in the front yard and one tree <br />elsewhere on the lot. In addition to trees on each lot, the applicant is proposing trees along the <br />public streets. <br />The applicant is proposing to install approximately 228 trees throughout the development. Staff <br />recommends the applicant ensure that the boulevard trees are located outside of the right of way. <br />Staff is comfortable with the landscaping of the development. <br />The applicant is not proposing any signage at this time. <br />Lighting <br />The applicant is proposing typical street lighting within the development that meets the ordinance <br />standard. The exact locations and design of the street lights will be evaluated with each final plat <br />application. Staff recommends the street lights be a decorative, lantern style. <br />Streets/Access <br />The applicant is proposing access into the development from the southwest portion of the <br />property. This requires an extension of Farnham Avenue North through City -owned property. <br />During the sketch plan review process, the Planning Commission and City Council was <br />comfortable with allowing access through the City -owned property provided that the public street <br />was constructed at the developer's expense. This will also allow access to the passive park that <br />was dedicated with the Oneka Place development. <br />The applicant is proposing to construct the road at their expense. They are also showing an <br />access driveway connecting to the City's water tower from the public road. This will allow <br />access to the water tower to come from the north and through City property. The applicant shall <br />provide a curb cut at the location indicated on the site plan. The intersection at 159th Street North <br />and Farnham Avenue North will remain with no stop controls at 159th Street North and a stop <br />condition on Farnham Avenue from the north and south. The City is requesting that the <br />developer removes the existing sidewalk on the east side of the Farnham Avenue North stub <br />street. The applicant will be required to provide a legal description and right of way document for <br />the public road on the City -owned property as part of the final plat application. <br />In addition to the access from the south, there are two road connections proposed to the north that <br />will provide access to the two adjacent northern properties and eventually out to 165th Street <br />North. <br />
