We also received a letter dated April 13, 2017 from Rachel Juba, Planner City of Hugo. The letter <br />informed us that the City of Hugo started discussion of 2040 Comprehensive Plan earlier that year. This <br />letter also informed us that we own land that is un-platted within the Metropolitan Urban Service Area <br />(MUSA). Enclosed with the letter was a copy of 2030 Land Use Plan Map 4-A City of Hugo March 15, <br />2010, the Land Use Plan Map lists our property as Very Low Density (VLD). <br />Review of Zoning Districts Map created by City of Hugo Community Development Department revised <br />02/06/2020 now lists our property R-1 Large Lot Single Family Residential. During a recent conversation <br />with Rachel Juba, Planner City of Hugo we questioned the zoning change. We were told that the terms <br />used are different, one term is used by Metropolitan Council and one term is often used by a City. <br />Therefore, the zoning is essentially one in the same. <br />Our concerns regarding Planned Land Use for the proposed development are: <br />1. Lot sizes of significantly less than 1 acre. <br />2. Sketch Plan shows building of homes in very close proximity to one another (cluster housing). <br />3. The utilization of two separate and distinct parcels of land to meet the minimum of net one <br />acre lots. The parcels have been subdivided in highly unequal proportions. The 5.64 acre parcel <br />only has three lots, while the 9.78 acre parcel has been proposed at eleven lots. <br />4. A proposed large holding pond, concerns that this will cause drainage and runoff problems. <br />5. What plans are in place for maintaining this holding pond? <br />6. What is the planned access to lots #12, #13, #14? <br />7. What buffers are planned for existing neighbors? <br />8. Much of property is deemed wetland. <br />9. Increase traffic volume to 121st Street North. (Dirt Road) <br />10. Construction - Heavy Trucks will cause damage to existing dirt road (121s` Street North). <br />Can the Public Works Department, City of Hugo maintain 121" Street North properly? <br />(includes grading and calcium chloride treatments?) More than one time per Summer. <br />11. Are plans confirmed that city sewer can be utilized as required by Plan Land Use? <br />12. Is the City of Hugo prepared to offer city water? Is the existing infrastructure able to handle <br />the demand for water including enough water pressure for fire protection? <br />13. Will our private well be compromised? <br />14. What about future drought conditions and water demand? <br />15. Will our private sewer be impacted? <br />16. No parkland dedication listed on proposal as required by City of Hugo Land Division & Platting <br />Article VII Sec. 90-324. <br />17. Loss of rural feeling in the existing neighborhood. <br />18. Loss to existing wildlife and their habitat. <br />19. Likely Destruction of several 200 year -old oaks and pines. <br />20.
