December 30, 2020 <br />Planning Commission <br />City of Hugo <br />14669 Fitzgerald Avenue N. <br />Hugo, MN 55038 <br />We are writing regarding a proposed plan for future development in our immediate neighborhood. We <br />live at the corner of 1215t Street North and Falcon Avenue North. Our mailing address is 12116 Falcon <br />Avenue North, White Bear Lake, MN 55110. Our property has 1.07 acres which follows along a portion <br />of the eastern border of the 121�t Street North proposed development. <br />We have reviewed a Sketch Plan for LAURA and 1ARED DRENGSON of 49901211 Street North and 12165 <br />Everton Avenue North, Hugo, MN 55110. Per the sketch plan: <br />• EXISTING ZONING is R-1 Large Lot Single Family Residential with Shoreland District Overlay over <br />a portion of the site. <br />• PROPOSED ZONING INFORMATION is SFR —Single Family Residential with PUD Overlay. <br />We received a letter dated November 30, 2007 from Bryan J. Bear, Community Development Director <br />from City of Hugo informing us that we own land in one of several "large -lot" neighborhoods near Bald <br />Eagle Lake. The area had been discussed by the City's Planning Commission and City Council. Their <br />discussion was to determine how land should be guided in the City's Comprehensive Plan. That current <br />draft of the comprehensive plan designates this area as "very -low density residential" meaning the <br />maximum density for new development in this area will be one unit per acre. Proposed land use <br />designation be consistent with the current zoning for this area, which has a one -acre minimum lot size. <br />With this letter a copy of draft plan dated 11/15/07 text describes Very Low Density Residential (VLDR) <br />and identifies the existing neighborhoods, primarily near Bald Eagle Lake, that were developed at <br />density of approximately 1 unit per acre. It is expected that these neighborhoods will retain the existing <br />suburban development characteristics and would not be expected to allow subdivision at densities less <br />that these existing densities. The City has established the R-1 zoning district with 1-ACRE MINIMUM lot <br />size to reflect the characteristics of these neighborhoods. Some of the properties in this area are <br />currently served by wells and septic. These areas may be served by urban services including sewer and <br />water, sewer only or water depending upon availability. <br />Very Low -Density Residential Guidelines and Criteria <br />• Minimum Density: None <br />• Maximum Density:1 unit per acre <br />• City Utilities: Required for all new development <br />• Also enclosed was a copy of 2030 Land Use Plan (draft) Figure 4-A City of Hugo November 29, <br />2007 <br />• Land Use Plan lists our property Very Low Density (VLD) <br />
