Page 5 <br />Lot Sizes/Setbacks <br />The applicant is proposing to subdivide the 32.93-acre site into 87 single family home sites. The applicant is proposing a residential net <br />density of 3.22 units per 1 acre, which aligns with the Medium Density standards in the 2040 <br />Land Use Plan. Medium Density residential allows single-family homes, townhomes, and <br />multifamily dwellings as permitted types of development. The primary intent is to respond to a <br />need for smaller homes on smaller lots and to expand housing opportunities within the City. By <br />providing flexibility on lot sizes and setback requirements, the developer is able to meet the <br />intent of the land use designation. <br />Shoreland <br />The property is in the Shoreland Overlay District as it falls 300 feet within Judicial Ditch (JD) 3. <br />The development is required to meet the DNR Shoreland Overlay District requirements for <br />planned unit developments. In order to meet the DNR requirements for PUDs within the <br />Shoreland Overlay District, the applicant is proposing 25 single family lots along JD3 and <br />maintaining 50% open space from the lots to the ditch. The applicant is required to show proof of <br />approval from the DNR. <br />Development Phasing <br />The applicant is proposing to construct the development in two phases. The phasing plan that the <br />applicant provided shows the phasing generally starting from the west to east. The first phase <br />would be constructed in 2021 and include the platting of 48 lots.
