BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MARCH 15, 2021 <br /> <br />D.1 Approval of Minutes for the March 1, 2020, City Council Meeting <br /> <br />Staff recommends Council approve the above meetings as presented. <br /> <br />F.1 Update on COVID-19 City Response <br /> <br />City Administrator Bryan Bear will provide an update on the City’s response to the COVID-19 <br />pandemic <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Annual Performance Review for Finance Director Ron Otkin <br /> <br />Ron Otkin was hired as the City’s Finance Director on April 3, 1989. For the past 32 years, Ron <br />has conducted duties related to the City’s Finance Department which includes the annual <br />preparation of the City’s budget as well as financing of public improvement projects and <br />preparation of the annual comprehensive financial report. City Administrator Bryan Bear <br />recommends Council approve the annual performance review for Finance Director Ron Otkin. <br /> <br />G.3 Approve Fulltime Permanent Status for Building Official Joel Hoistad <br /> <br />Joel Hoistad was hired as the City’s new Building Official beginning on September 14, 2020. <br />Joel has successfully completed his six-month probation period. Community Development <br />Director Rachel Juba recommends Council approve Building Official Joel Hoistad as a fulltime <br />permanent employee. <br /> <br />G.4 Approve Authorization to Advertise for Bids for the Salt Storage Building at the New <br />Public Works Facility <br /> <br />Oertel Architects will soon have the final design and bidding documents prepared for the salt and <br />materials storage buildings to be located at the new Public Works facility. A bid opening date of <br />April 22nd is expected. Staff recommends Council authorize the advertisement of bids for the <br />construction of the salt and materials storage building located at the new Public Works facility. <br /> <br />G.5 Approve Request for Waiver of IUP Renewal Fee from Ann Rooney at 13755 Elmcrest <br />Avenue North <br /> <br />Ann Rooney, owner of Bluebird Screen Print LLC at 13755 Elmcrest Avenue North, has <br />requested a fee waiver for the Interim Use Permit application fee. As a local business, Bluebird <br />Screen Print, LLC, has been adversely affected by the COVID-19 pandemic and was unable to <br />generate the revenue that it typically sees throughout the year. In an effort to provide relief to <br />local businesses, the City Council has previously approved $171,635.33 in grants through the <br />CARES Business Grant program. The Council has also waived liquor license fees for restaurants <br />in 2021. The IUP fee is $250. Staff recommends Council approve the fee waiver for Ann Rooney <br />at 13755 Elmcrest Avenue North. <br />
