BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 5, 2021 <br /> <br />D.1 March 15, 2021, City Council Meeting <br /> <br />Staff recommends Council approve the above minutes for the City Council Meeting held on <br />April 15, 2021, as presented. <br /> <br />F.1 Washington County Assessor’s Report – Assessor Dan Squyres <br /> <br />Washington County Assessor Dan Squyres is the residential assessor for the City of Hugo. Dan <br />will be in attendance to provide information on the County’s Assessor report as it pertains to <br />Hugo and answer questions by the Council in preparation for the Board of Appeals and <br />Adjustments meeting on April 8, 2021. <br /> <br />G.1 Approve Claims Roster <br /> <br />Staff recommends Council approve the Claims Roster as presented. <br /> <br />G.2 Approve Grant Agreement with BWSR for CSAH 8 Stormwater Reuse Project <br /> <br />The City of Hugo has authorized preparation of plans and specifications for the final design of <br />the County Road 8 Stormwater Reuse Project that will irrigate the median and boulevards along <br />County Road 8, Lions Park, City Hall, Hugo Gardens and Keystone Place. The City was notified <br />that they have been awarded funding from the Board of Soil and Water Resources (BWSR) in <br />the amount of $392,400 for the project. The City had previously been awarded $50,000 from the <br />Metropolitan Council Stormwater Grant Program and grants from the RCWD in the amounts of <br />$100,000 and $76,000. The total project cost is estimated to be $729,000, with approximately <br />85% of the cost coming from grant funds. The City’s share of the project cost is $110,600. As <br />part of the Clean Water Fund grant agreement, the City must not begin work under this grant <br />until the agreement is executed. The funds for this grant expire on December 31, 2023. The <br />agreement requires the installation of signage as provided in Minnesota Laws 2010, Chapter 361, <br />Article 3, Section 5(b) for Clean Water Projects, and all signage must represent BWSR and the <br />Clean Water Fund program as a funding partner. The Grant Agreement is enclosed for Council <br />review and consideration of approval. Staff has prepared the enclosed Resolution Authorizing <br />The Board of Soil and Water Resources 2021 Clean Water Fund Grant Agreement for the <br />County Road 8 Stormwater Reuse Project, and recommends approval of the grant agreement in <br />the amount of $392,400 2021. <br /> <br />G.3 Approve Colin Emans as New Assistant Chief on the Hugo Fire Department <br /> <br />Two firefighters were interviewed for the vacant position of Assistant Chief, and Colin Emans <br />was selected to fill this position. Staff recommends Council approve Colin Emans as Assistant <br />Chief on the Hugo Fire Department <br /> <br />G.4 Approve Resignation of Firefighter Amy Kriegshauser from the Hugo Fire Department <br /> <br />Hugo Firefighter Amy Kriegshauser has submitted her letter of resignation from the Fire <br />Department. Chief Jim Compton, Jr. recommends Council accept the letter and confirm <br />termination of her employment with the Hugo Fire Department effective immediately.
